After a lot of messing around and talking to other redditors, I finally got this down. I'm an aussie user who pre-ordered a week ago. Here is the method:

new orders, and origin pre-orders, use these steps plus the steps below

Cancelled my previous origin pre-order by talking to origin live chat.
Then installed and used this free VPN: http://www.hideman.net/ and set server to singapore. Origin will determine your location once on startup based on your IP, this is why a VPN is needed to change your IP.
Logged in to origin and purchased digital deluxe version from the singapore store (saved about $35 too). Paid via credit card. my name and address were all the same as my home address, i just changed the country to singapore. this may be important to keep the details the same as on your card. order took about 30-60 minutes to come through for me. Others below are saying it can take an hour or two before the game shows up in your list.
If you are concerned about the security issues associated with entering credit card details through a free VPN, you can pay for a better VPN, just make sure they have singapore servers, and preferably hong kong and malaysia servers too, just in case.
These free VPN connections may be poor, and it might take several attempts just to log in to origin. Just keep trying and eventually you will get through.

Exit Origin, change the server on hideman to malaysia, then re-log. game was now accessible for download.
Started the d/l which was very slow. then just closed the VPN. had to wait a few mins, then the d/l finally got going again on my normal connection. IMPORTANT: Don't try to pause+resume the d/l or it will mess you over, just be patient, it gets stuck for a while but will eventually kick over again.
The file (launcher) is around 260Mb. once this completed, i had to log back into hideman on malaysia for it to register the game. then the launcher started to download, so i closed hideman.
You will get the message "processing large file" in the launcher, which is the main download. file size is not specified but it seems to be about 5gb - took me about an hour or two on 5Mbps connection. Once that is done you should be able to play the game!

For those who want to understand the current region restrictions:

If you pre-order from origin, you will not be able to play the game until the official release date for the region which you pre-ordered from. This may be determined by your IP or billing address, I'm not sure which. If you are unhappy with this, you can cancel your origin order by talking to live chat support, and then following the above steps. Once the game is out in the U.S. I'm sure it will be easier to use U.S. VPN servers, but until then, the above method from Singapore/Malaysia works.
If you pre-ordered from somewhere else and were given a product code, you can enter this to get the ball rolling. Then get a VPN and set it to a region where the game has released so you can download it. Or to make things easier, use hideman on malaysia setting and follow the rest of the steps above.
Many VPN servers where the game has been released don't allow access to downloading the game for some reason. I tried Hong Kong, Singapore, Vietnam and Malaysia on two different VPNs, and only malaysia on hideman worked.

For those who don't want to buy from origin, others have been saying that http://www.buy-play.com supplies product codes within minutes if you contact them on live chat after purchase.

Update: Now that the game has been released in the U.S. you should be able to use U.S. servers on the VPN which will make things a lot easier. I will test this later on to confirm.

Je plot keuze enig sinds onderbouwen waarom daar is misschien wel makkelijker voor LinQ om eventueel een keuze te maken willen meerdere mensen de zelfde plot.

Mijn voorkeur is Tech en Education maar dat ga ik al singleplayer doen en ik heb geen zin om 2 keer dezelfde stad te maken in het begin. Dus Culture omdat veel geld
