The Dutch Ministry of Defence intends to procure new air defense frigates to replace the ships of the “De Zeven Provinciën” class. In spring 2024, the then State Secretary at the Ministry of Defence in The Hague announced that Dutch industry, as well as Damen Naval and Thales, would play a key role in the project. Other nations could join the project, the State Secretary stated at the time.

The German Armed Forces had already decided at that time to use the American Aegis command and control system for their future Type 127 air defense frigates, and not to cooperate with the Netherlands as they had with the predecessor class (F124). The latter, like the frigates of the De Zeven Provinciën-class, integrates radars from Thales Netherlands.
However, the Netherlands is now also considering the Aegis system. As a spokesperson for the Dutch Ministry of Defence told hartpunkt, the ministry sent a Letter of Request (LOR) for Price and Availability to the US in January. The response from the US arrived in April.
Within the Foreign Military Sales (FMS) process, such a Letter of Preliminary Order (LOR) is typically an information request to obtain a rough estimate of costs and potential delivery dates. The LOR does not necessarily have to result in a contract.
According to the spokesperson, the Dutch Ministry of Defence intends to use the information received to make a final decision regarding the Royal Netherlands Navy’s new air defense and command frigates. The ministry will inform the Dutch parliament of all further steps first, following standard procedure. Whether the Netherlands will actually consider procuring an Aegis command and control frigate remains to be seen.
Observers do not rule out the possibility that the ministry intends to use the information primarily to evaluate a potential in-house Dutch development. A potential obstacle to acquiring Aegis is that this radar system only integrates Raytheon’s SPY-6 and Lockheed Martin’s Spy-7 radars, with only the former being used by the US Navy on its ships. This would leave the national radar manufacturer, Thales Netherlands, with its own high-performance products, at a disadvantage.
With regard to the use of Aegis, the question now arises whether, in light of the experiences of the Iran-Iraq War and the resulting apparent consumption of anti-missile systems with low production capacities, the use of the SPY-6 for European navies is a sensible decision. Since this radar is part of a US Navy Program of Record, experts believe that the integration of European missiles would be virtually impossible.
Lockheed Martin, on the other hand, had previously advertised that the SPY-7 was also compatible with European-made guided missiles. This would mean Europe would not be dependent on whether enough missiles were produced in the US and whether Washington was willing to deliver them. Instead, European defense ministries could determine the availability of specific missiles based on their own production capacities. A first example of this fatal dependence on the US already exists: Switzerland painfully discovered that the US government can postpone the delivery of the Patriot air defense system by several years at short notice.

Meteor is ook helemaal geen ASM, maar denk aan Exocet of NSM. Waarvoor is he dan nodig om zelf het doel te zien? Een schip vaart maar enkele tientallen knopen per uur, een raket iets van 3.000. Vanaf maximaal bereik kost het misschien een minuut of 4 voor de raket bij zijn doel is, waarbij hij het laatste stuk op zijn eigen interne systemen kan sturen. Een Tomahawk is ook een drone. Hoe geavanceerd het besturingssysteem is, is niet relevant. België overweegt een order voor twee oorlogsschepen bij de Nederlandse scheepsbouwer Damen in te trekken. Dat kan opnieuw een grote tegenslag betekenen voor het bedrijf.
België heeft twee fregatten besteld bij Damen in Vlissingen, maar minister Francken van Defensie vindt dat de levering te lang duurt en dat de schepen te duur worden. Het eerste fregat wordt op zijn vroegst in 2033 geleverd en de prijs is opgelopen van 600 miljoen naar 1,3 miljard euro per stuk, aldus Francken.
"We hebben nu nog fregatten, maar die zitten helemaal op het einde van hun levenstermijn", zei de minister bij de Vlaamse zender VTM. "We hebben echt dringend nieuwe nodig." Daarom gaat hij andere landen benaderen die marineschepen bouwen. In Europa zijn dat Frankrijk, Duitsland, Spanje, Italië en Turkije. In oktober wil hij de knoop doorhakken.
Anti-Submarine Warfare Fregatten
De twee fregatten wil België aanschaffen voor het Belgisch-Nederlandse marinepartnerschap, net als zes mijnenjagers. Het gaat om ASWF (Anti-Submarine Warfare) Fregatten, die de huidige multipurpose of M-fregatten moeten vervangen.
Het liefst gaat Francken verder met Damen, maar de prijs en de leveringstijd vormen een groot struikelblok. "Dan hebben we een groot probleem."
Tegenslag
Onlangs trok Duitsland een miljardenorder bij Damen in. Zes fregatten werden afbesteld, eveneens vanwege vertraging in de levering en kostenstijging.
Dat is onder meer het gevolg van de snelle ontwikkeling van nieuwe wapensystemen, waardoor het ontwerp van de schepen moet worden aangepast. Damen kreeg vorig jaar 270 miljoen euro staatssteun om uit de problemen te blijven. Wat de gevolgen zijn als ook België afhaakt, is nog niet duidelijk.
Dat is meer een Belgisch probleem, die komen straks zonder fregatten te zitten, die nood is bij ons minder hoog en we wilden sowieso duurdere (meer capabele) schepen maar dat was voor Belgie te duurquote:Op zondag 19 juli 2026 22:11 schreef BEFEM het volgende:

On July 20, 2026, Portugal’s defence ministry announced that it signed an agreement with Italy for the procurement of three new-generation frigates for the Portuguese Navy. The FREMM EVO will be built by Italian shipbuilder Fincantieri.

The Minister of National Defence, Nuno Melo, and the Chief of Staff of the Navy, Admiral Jorge Nobre de Sousa, were present at the signing ceremony of the bilateral agreement at the Army Palace in Rome.
This program is part of the modernization process of the Portuguese Navy and Armed Forces to adapt to the new geopolitical reality and threats.
The delivery of the three new ships to the Portuguese Navy will take place between 2029 and 2030.
The Minister of National Defence, Nuno Melo, traveled to Rome as part of the delegation of the Prime Minister, Luís Montenegro, which also included the Minister of State and Foreign Affairs, Paulo Rangel. Minister Nuno Melo and the Chief of Staff of the Navy, Admiral Jorge Nobre de Sousa, participated in a bilateral meeting with their Italian counterpart, Guido Crosetto, and were present at the signing ceremony of the State-to-State agreement, within the framework of SAFE, which provides for the acquisition of three state-of-the-art frigates, their maintenance, technology transfer and other conditions necessary for the operational exploitation of the ships throughout their life cycle, of no less than 30 years. The document was signed by the Deputy Director-General of Armament, Rear Admiral António Mateus, at the Army Palace in the Italian capital.
This program is part of the modernization process of the Portuguese Navy and Armed Forces to adapt to the new geopolitical reality and threats, with a view to fulfilling missions in our waters, in international defense and collective security commitments, and providing permanent support to the population.

This investment in surface ocean and anti-submarine warfare also foresees cooperation with the defense industries, with strong incorporation of national companies, technology transfer, the revitalization of the Alfeite Arsenal, as well as a significant return for the national economy.
The decision represents a significant portion of the SAFE investment (5.8 billion Euros). SAFE investments represent the largest effort in the re-equipment of the Armed Forces in democracy, covering all domains: naval, land, air – including drones – and space. The delivery of the three new ships to the Portuguese Navy will take place between 2029 and 2030.

According to our information, the Italian shipbuilder will first produce two FREMM EVO ships for the Italian Navy, followed by three for the Portuguese Navy. The first ship is already in production while the second one is expected to enter production imminently. Portugal will not get hulls currently in production for the Italian Navy. The Portuguese frigates will be in the same baseline configuration as the Italian Navy FREMM EVO, except for communication systems. Regarding the anti-ship missiles, the decision is still pending between the Teseo Mk2/E by MBDA and the NSM by Kongsberg Defence & Aerospace.
This marks the first instance where SAFE funds are used for the procurement of frigates. Romania recently used SAFE to procure some offshore patrol vessels from Rheinmetall. The SAFE (Security Action for Europe) instrument is a major European Union financial initiative designed to rapidly boost defense spending, increase joint weapons procurement, and strengthen the European Defence Technological and Industrial Base (EDTIB). Established in May 2025 as the flagship component of the European Commission’s ReArm Europe Plan / Readiness 2030 initiative, SAFE makes up to ¤150 billion available in long-maturity, low-interest loans to EU Member States
