In Texas, North Carolina, Ohio and Georgia, Republican state lawmakers have either created supermajorities capable of overriding a governor's veto or whittled down competitive districts so significantly that Republicans' advantage is virtually impenetrable -- leaving voters in narrowly divided states powerless to change the leadership of their legislatures.

Although much of the attention on this year's redistricting process has focused on gerrymandered congressional maps, the new maps being drafted in state legislatures have been just as distorted.

And statehouses have taken on towering importance: With the federal government gridlocked, these legislatures now serve as the country's policy laboratory, crafting bills on abortion, guns, voting restrictions and other issues that shape the national political debate.

"This is not your founding fathers' gerrymander," said Chris Lamar, a senior legal counsel at the Campaign Legal Center who focuses on redistricting. "This is something more intense and durable and permanent."

This redistricting cycle, the first one in a decade, builds on a political trend that accelerated in 2011, when Republicans in swing states including Pennsylvania, Wisconsin and Michigan drew highly gerrymandered state legislative maps.

Since those maps were enacted, Republicans have held both houses of state government in all three places for the entire decade. They never lost control of a single chamber, even as Democrats won some of the states' races for president, governor and Senate.

All three of those Northern states are likely to see some shift back toward parity this year, with a new independent commission drawing Michigan's maps, and Democratic governors in Wisconsin and Pennsylvania will probably force the process to be completed by the courts.

As we inch closer to a busy travel and holiday season, health experts from across the state of Nebraska met Monday to discuss the ongoing impacts of COVID-19 on our local hospitals and health systems.

“After some initial improvement in our Delta surge, cases have been increasing again since late October,” says Dr. Matt Donahue, the Acting Epidemiologist for the Nebraska Department of Health and Human Services.

The virtual discussion, which included more than a dozen hospital and health directors from urban and rural Nebraska communities, showed that even though the state has improved in some areas, such as high vaccination rates for elderly citizens, there’s still much to be done.

“Metro area hospitals remains very full, our capacity is almost at the top and absolutely our medical providers, nurses, doctors, respiratory therapists, CNAs, [you] name it, are all experiencing not just having to work more shifts and longer shifts, they’re also having to take on more patients than we would expect them to do normally,” says Lindsay Huse, the Douglas County Health Director.

Statewide, we have half the number of hospitalized COVID-19 patients compared to a year ago, during one of our largest peaks. But even still, our hospitals are reaching capacity.

“That’s because hospitals are taking care of patients with diseases other than COVID-19, the normal things, but that extra COVID-19 burden is filling them up to the point where ICU availability is as low as it’s better been,” Dr. Donahue says.

“We have people waiting in emergency rooms because there are is no bed available for them,” says Shannon Vanderheiden with the West Central District Health Department, located in North Platte.

Nebraska hospitals are also struggling to move patients who need immediate care to other in-state facilities.

“Our hospitals here in Lincoln are very full and have been having great difficulty accepting any transfer from across the state,” says Lancaster County Health Director Pat Lopez.

“And just a reminder, that’s not just COVID individuals needing the higher level of care,” she adds. “It’s those that are experiencing trauma or other life-threatening conditions.”

Nebraska isn’t yet seeing a surge in flu patients, but health experts warn it may be on the horizon.

“As people get ready to gather for the holidays and we see our neighbors surrounding us, those states starting to see the spike in flu, that it will be just a matter of time before it hits Nebraska because it takes two weeks to get protection from your flu shot, I would encourage all Nebraskans to make sure they go out and get that shot as soon as possible,” says Amanda Jeffres, with the Loup Basin Public Health Department in Burwell, which serves several central Nebraska counties.

The over-arching theme of Monday’s meeting remains steady: COVID-19 vaccinations help.

“Vaccinations are going to really, really help us to preserve and get back our capacity to take care of anybody who needs care,” Dr. Huse says.

“The only reason we could have more community transmission but fewer active hospitalizations now than we did a year ago is because of vaccine,” Dr. Donahue says. “COVID-19 is still with us, but vaccines are the way out. they’re the sharpest tool we have, they’re the way back to normal. Getting that primary series is the best way to protect ourselves and communities and getting a booster will enhance that protection even further.”

They're juggling finals and extracurriculars with special legislative sessions and injecting an unusual level of youth engagement into a typically wonky insiders' political routine.

At 13 years old, DJ Horton can’t vote or even drive a car, but that hasn’t stopped him from becoming a prominent voice in Georgia’s redistricting process.

The middle school student and aspiring politician from Gwinnett County testified at two redistricting hearings hosted by the state Legislature this year. This month, Rep. Derrick Jackson, a Democrat from Tyrone, Georgia, quoted him during floor remarks about the maps; Horton was also invited by his state senator earlier this month to speak at a committee hearing about proposed state Legislature maps.

“On behalf of future young Georgia voters across this state, I am asking you — in fact, I am begging you — to reconsider the redistricting maps that have been drawn,” he said at that hearing. “This is not a right or left issue; this is a right or wrong issue.”

Horton is one of the dozens of teenagers mobilizing and testifying in Georgia’s redistricting process this year, juggling finals and extracurriculars with special legislative sessions and injecting an unusual level of youth engagement into a typically wonky, insiders' political routine.

In the last few years, a surge of interest in redistricting has raised awareness about the effects of gerrymandering and propelled many states to revamp their map-drawing processes, prompting more young people to get involved around the country. Middle school students in New York created an algorithm for drawing maps, while North Carolina college students lobbied against the gerrymandering that split their campuses into multiple districts.

Youth voting also surged in the 2020 election and carried into the critical January runoffs in Georgia, where Democrats — fueled in part by young voters of color — were able to help flip two Senate seats in Georgia.

Horton got his start with the Georgia Youth Justice Coalition, a group of progressive students who have started training one another on how to engage in the state's redistricting process and tell compelling political stories.
