Een heel goede team heeft Xi Jinping om zich heen. Het is echt zeer goed gekwalificeerd en met heel veel ervaring. Mao moest daar niks van hebben, hij wantrouwde intellectuelen heel zwaar en jaagde veel met straf/geweld de grond in, en werkte vooral met armoedzaaiers, radicalen die snel geweld gebruikten en massa-bewegingen om zijn doelen te bereiken. Het is 360-graden rechtsomkeert. Het meer vertrouwen op expertise/intellectuelen om het land te runnen is in gang gezet met hervormingen begonnen door Deng Xiaoping in de jaren 80.

The Original Quid Pro Quo with Yuriy Lutsenko to Exchange Maria Yovanovitch's Termination for Investigations into Biden and 2016

You might remember Maria Yovanovitch as the woman whom Trump said "was going to go through some things" in his July call with Zelenskyy. Her firing by Donald Trump was the "quid" in the original quid pro quo conspiracy that Giuliani arranged in March 2019 with Ukraine's top prosecutor Yuriy Lutsenko. Here is the run down:

• In March of 2019, Yovanovitch gives a speech blasting the failure of Ukraine's anticorruption prosecutors, and advocated for the removal of Lutsenko.

• Two weeks later, Lutsenko fabricated dirt on Yovanovitch and laundered it through a conspiracy theorist/pretend journalist at the Hill named John Solomon.

• At the same time Giuliani forges a deal with Lutsenko: we will get Yovanovitch terminated (a firing Donald Trump personally ordered), and in exchange Lutsenko fabricates the investigations Giuliani requests to help Trump politically (again, laundered through conspiracy theorist Solomon).

• In April, The deal falls apart when Zelenskyy wins a landslide election on an anti-corruption platform and fires Lutsenko.

• In May, Giuliani blasts the Lutsenko firing, praising him as "a much more honest guy" than his predecessor Victor Shokin, who hilariously is the guy Biden helped get fired. Giuliani travels to Ukraine for the expressed purpose of preserving the quid pro quo with Lutsenko's successor:

• But it doesn't work, and in July they decide that Trump himself needs to pressure Zelensky directly. In the July phone call, Trump personally admonishes Zelenskyy for screwing up the Lutsenko deal:

The rest is history. Zelenskyy asks about military aid, Trump says "I would like you do us a favor, though", and then directly asks Zelenskyy for the same investigations into Biden and the Black Ledger that they had originally extracted from Lutsenko in exchange for Yovanovitch's termination. Lutsenko himself, now with no hope of getting his job back, readily admits the allegations of wrong doing by Hunter Biden were fabrications.

Now SDNY has arrested two men who appear to have done the legwork coordinating with Lutsenko.

A Justice Department spokeswoman has said the president never asked Mr. Barr to make the call nor did he ask the attorney general to investigate Mr. Biden.

The president has the authority to delay the release of money in certain instances, according to the Congressional Research Service, a nonpartisan research agency, including if there has been an unexpected change in circumstances for the program. But without being provided explanation or justification about why the administration was delaying the aid, some career officials at the Office of Management and Budget became worried they didn’t have the legal authority to hold up the funds, according to the people familiar with the matter.

The White House press office declined to comment for this article.

While career civil servants put an initial hold on the aid, Michael Duffey, associate director of national security programs in OMB, was given the authority for continuing to keep the aid on hold after the career staff began raising their concerns to political officials at OMB, according to the people familiar with the matter. Mr. Duffey also began overseeing the process for approving and releasing funds, called apportionment, for other foreign aid and defense accounts, according to a public document indicating the change.

Some people familiar with the change said Mr. Duffey, previously a high-ranking Pentagon official and the executive director of the Wisconsin Republican Party, took on the role because he was new to the job and wanted more insight into the apportionment process. Acting Office of Management and Budget Director Russell Vought has the authority to delegate responsibility for approving funds to different staff members as he sees fit.

The involvement of a political official like Mr. Duffey in the apportionment process is unusual, according to several former OMB officials. Career staff below the political level at OMB with years, and sometimes decades, of technical knowledge of the funding process have historically overseen the routine process, according to the former officials. Career staff remain involved in preparing the apportionments, while Mr. Duffey now reviews and signs off on them, according to some of the people.
