Ik verduidelijk enkel wie verantwoordelijk was voor het falen van de overeenkomst. Daarna was er geen kans meer om N Korea te stoppen, niet nadat Bush hen samen met Irak en Iran als "Axis of Evil" bestempelde, en meteen daarna Irak binnenviel. Als N Korea wilde overleven moest het een geloofwaardige nucleaire afschrikking ontwikkelen.
