http://thehill.com/policy(...)e-near-russia-borderquote:Norway to ask US for additional Marine presence near Russia border
Norway will ask the United States to send 700 U.S. Marines to the country amid heightened concerns about Russia.
The U.S. initially sent Marines to the country in 2017 to train for fighting in winter conditions. Those troops are scheduled to leave Norway at the end of the year.
But Oslo is expected to ask the U.S. to send 700 Marines in 2019, Norwegian Foreign Minister Ine Eriksen Soereide told reporters, according to Reuters. The additional troops would be based near the border with Russia.
Soereide said that the Marines' presence in Norway is not intended to establish a permanent U.S. military base nor is the move intended to target Russia.
"There are no American bases on Norwegian soil," she said.
Still, Oslo has become increasingly wary of Russia's intentions after Moscow annexed Crimea from Ukraine in 2014, Reuters noted. The U.S. Marines are the first foreign troops to be stationed in the country since World War II.
https://www.vg.no/nyheter(...)e-soldater-til-norgequote:Norway and the United States enter into political talks about an increased US military presence in Norway. This confirms defense minister Frank Bakke-Jensen. But he does not want to say what the United States wants to deploy in Norway.
We have received some inquiries from the USA, says Bakke-Jensen.
- Then we'll see what's appropriate for us, and we'll take it in the political channels before it can be published.
- Can you say something about what the United States really wants to do in Norway, beyond what they do today?
"No," replies Bakke-Jensen.
From before, it is known that the United States wants to place a larger portion of the US Marine Corps at Værnes in Trøndelag, beyond the American soldiers who have so far practiced there.
Since 2016, Norway and the United States have had an agreement on rotation training for up to 330 troops from the Navy Corps. The agreement was renewed in 2017.
Last year, VG announced that the US Marine Corps wanted to make Værnes its main base in Europe.
Last week, Colonel Doug Bruun told the Adresseavisen that they wanted to double the framework for soldiers to 650.
Also, Rygge and Andøya can get American aircraft for shorter or longer periods.
In President Donald Trump's defense budget, $ 12 million has been set up for rebuilding Rygge Airport in Østfold, and preparing the airport for a progressive base for a group of American combat aircraft, according to the Air Force Times news site.
Here it is a matter of advance equipment, and then rotating training at Rygge and another eight flight stations around Europe.
Andøya can also be the base for increased American activity. On Tuesday, the Storting confirmed that the airplane should be shut down and the Norwegian navy surveillance aircraft will be moved to Evenes when delivered in a few years.
But this week, the site Aldmer.no announced that up to five P-8A Poseidon from the US Navy is waiting for Andøya to commute in June.
Bakke-Jensen does not want to say anything about the different bases. But he confirms that the government and parliamentary majority want more Allied forces to work in Norway:
"We have said in the Armed Forces' long-term plan that we will have increased allied training, so it's a little bit insightful with the different processes. In the United States, you can often raise ideas and start budgeting processes before contacting us, "he says.
Frank Bakke-Jensen will also not respond when the government is ready to answer the US request.
"We'll look at that," he answers.
- Will it be this year?
"We'll see," said the minister of defense.

Press secretary Sarah Sanders and principal deputy press secretary Raj Shah are both heading for the exits, according to sources inside the White House and close to the administration. Sanders, who has become a confidante of President Trump since the departure of former communications director Hope Hicks, has told friends that she plans to leave the administration at the end of the year.
Shah is also considering his exit, but he has not yet settled on an exact date. Neither Sanders nor Shah immediately responded to repeated requests for comment.
Several other lower-level positions in the communications department left vacant in recent weeks are likely to remain unfilled, with more departures expected in the coming weeks, according to a former official.SPOILEROm spoilers te kunnen lezen moet je zijn ingelogd. quote:[...]
Currently 196 countries are parties to the treaty (some with stated reservations or interpretations). This includes every member of the United Nations (except the United States), plus the Cook Islands, Niue, the State of Palestine, and the Holy See.[5][7] The United States has not ratified it.[18] South Sudan did not sign the convention, however ratification was complete in January 2015.[19] Somalia's domestic ratification finished in January 2015 and the instrument was deposited with the United Nations in October 2015.[20]
All successor states of Czechoslovakia and Yugoslavia (Bosnia and Herzegovina, Croatia, Czech Republic, Macedonia, Montenegro, Serbia, Slovenia, and Slovakia) made declarations of succession to the treaty and currently apply it.[18]
The convention does not apply in the territories of Akrotiri and Dhekelia, Gibraltar, Guernsey and Tokelau.[18]
[...]
The United States government played an active role in the drafting of the Convention and signed it on 16 February 1995, but has not ratified it. It has been claimed that American opposition to the Convention stems primarily from political and religious conservatives.[55] For example, The Heritage Foundation sees "a civil society in which moral authority is exercised by religious congregations, family, and other private associations is fundamental to the American order".[56] and the Home School Legal Defense Association (HSLDA) argues that the CRC threatens homeschooling.[57]
The United States had permitted the execution and life imprisonment of juvenile offenders, in contravention of the Article 37 of the Convention.[1] In 2005, a Supreme Court decision declared juvenile executions to be unconstitutional as "cruel and unusual punishment";[58][59][60] in 2012, the Court held that mandatory sentences of life without the possibility of parole are unconstitutional for juvenile offenders.[61]
State laws regarding the practice of closed adoption may also require overhaul in light of the Convention's position that children have a right to identity from birth.
During his 2008 campaign for President, Senator Barack Obama described the failure to ratify the Convention as "embarrassing" and promised to review the issue[62][63] but he never did. No President of the United States has submitted the treaty to the United States Senate requesting its advice and consent to ratification since the US signed it in 1995.[64]
The United States has ratified two of the optional protocols to the Convention,[9][10] the Optional Protocol on the Involvement of Children in Armed Conflict, and the Optional Protocol on the Sale of Children, Child Prostitution and Child Pornography.
