MANILLA - Door een tropische storm zijn in het zuiden van de Filipijnen al zeker 180 doden gevallen, de meesten op het eiland Mindanao.

Ongeveer 400 mensen worden nog vermist. Dat hebben regeringsfunctionarissen in het Zuidoost-Aziatische land zaterdag laten weten.
Storm Washi gaat gepaard met overvloedige regenval en leidt tot overstromingen en aardverschuivingen.

Alleen al in de havenstad Cagayan de Oro op Mindanao, zo'n 800 kilometer ten zuidwesten van de hoofdstad Manilla, kwamen 97 mensen om. In de nabijgelegen stad Iligan zijn 75 lijken gevonden.
Veel slachtoffers zijn in hun slaap verrast door het wassende water. De strijdkrachten hebben 20.000 militairen gemobiliseerd voor de hulpverlening.
De Filipijnen worden elk jaar getroffen door ongeveer 20 zware stormen. Sinds eind september zijn daardoor al zo'n 160 doden gevallen. Volgens experts draagt de ontbossing ertoe bij dat er zich aardverschuivingen voordoen.

Marlyn Manos, an Iligan resident, recounted how she and her children watched in terror from their rooftop as flash floods washed away neighbours' homes.
"All the small houses behind ours were destroyed, and many of my neighbours are missing," she said.

The region's military spokesmen said 97 bodies were recovered in Cagayan de Oro, with another 75 bodies found in Iligan.
In Iligan another 250 people remained unaccounted for, they said, with 125 people missing in Cagayan de Oro, a city of half a million people.
Three people also drowned in the town of Polanco and five were killed in a landslide in mountains near the town of Monkayo, the National Disaster Risk Reduction and Management Council said in Manila.
Benito Ramos, the council's executive director, suggested some residents had underestimated the threat posed by the approaching storm, in a region which is outside the country's typhoon belt.
"Storms rarely hit this area and people probably became complacent even though they knew it was heading their way," Mr Ramos said.
Eric Carillo, an Iligan resident, said heavy rain started late on Friday but his family, who emerged alive from the floods, were not unduly alarmed and did not seek higher ground.
"I've been around for 47 years and this was the worst flooding I have ever experienced," he added.
Iligan tourism officer Pat Noel said waters began rising shortly before midnight as people slept, flooding into houses made of light materials along the riverbanks.
"Many of them told me they sought refuge on their rooftops," he said after joining the first wave of rescuers at daybreak.
Two of the three rivers that flow into the port of Iligan had overflowed, he added. A popular radio commentator was among those who died.
Weather forecasters said the eye of the storm passed close to the southern tip of the central island of Negros on Saturday morning. Winds reached speeds as high as 55 miles per hour.
It was expected to hit the western island of Palawan on Saturday night after crossing the Sulu Sea. The Philippines is struck by about 20 major storms annually, with most hitting Luzon, the largest and most populous island in the Southeast Asian archipelago.
Two typhoons, Nesat and Nalgae, hit the country within days of each other from late September, leaving more than 100 people dead, while tropical storm Banyan killed another eight people in October.

"These areas will be at risk every year... The first (step in) mitigation has to be relocation from these areas," he said in a meeting with senior civil defence officials.

Benito Ramos, head of the National Disaster Risk Reduction and Management Council told reporters Mindanao residents were warned about the dangers posed by the storm days earlier but elected not to move to safer areas.

"We expect huge damage, especially on agriculture," Ramos said.

Britain offered its condolences Saturday for the "tragic" loss of life.

Foreign Office minister Jeremy Browne said in a statement: "I would like to express my sincere condolences to the families and friends of those affected. My thoughts are with them and the government of the Philippines as they lead the recovery work."

More than 4,000 people in flooded areas were moved to evacuation centres, the disaster agency in Manila said.

The western island of Palawan is expected to be hit with Washi's slightly weakened peak winds of 65 miles (46.4 miles) before dawn Sunday, the state weather service said in an updated bulletin.

Nadat vrijdag de storm 25 millimeter regen over de noordelijke kustgebieden van Mindanao had uitgestort, steeg het water in rivieren erg snel in de nacht van vrijdag op zaterdag. Vooral in de streek van de steden Cagayan de Oro en Iligan, ruim 800 kilometer ten zuiden van Manilla, vielen veel slachtoffers en is veel schade aangericht. Veel mensen werden in hun slaap verrast door het wassende water.
Volgens het Rode Kruis kan het dodental nog veel hoger oplopen. Zeker 160 mensen worden nog vermist. Er zijn hele huizen weggespoeld. Ook is het getroffen gebied erg groot zodat er op sommige plaatsen nog geen hulpverleners zijn geweest.
Bijna 35.000 mensen zaten zondag nog in noodopvang. Een overlevende vertelde op de radio dat zij 32 kilometers is meegesleurd door het kolkende water.

Het is geen orkaan geweest. Tropische storm was het. Het is toch weer de neerslag geweest die voor deze ellende heeft gezorgd. Er wordt nu gesproken over meer dan 900 doden.

The death count makes Sendong the deadliest typhoon to hit the country in three years; it has surpassed that of Ondoy and Pepeng, which killed 464 and 465, respectively, and together inflicted P38-billion damage to homes, infrastructure and farm output.

“The costs are too high for us not to use what we have learned from experiences in better preparing ourselves for future typhoons,” Sen. Edgardo Angara, who heads the congressional Commission on Science and Technology, said in a statement.

Damage to the farm sector is “still being assessed,” Agriculture Secretary Proceso Alcala said in a report to President Aquino.

Sendong’s damage to farmlands in the Visayas and Mindanao reached P8.1 million, according to initial estimates released by the Department of Agriculture (DA) on Monday.

A report by the DA Central Action Center said the storm damaged a total of 1,904 hectares of rice farms where P3.57 million worth of seedlings in vegetative stages were planted.

“For corn, affected [were] 2,060 hectares with a production loss estimated at 189 metric tons [MT] valued at P4.55 million. Most of the affected corn areas were in the vegetative stage,” the report read.

The report said Sendong also damaged agricultural crops in the regions of Mimaropa, Bicol, Zamboanga Peninsula, Northern Mindanao and Davao.

The agriculture department noted that the rice crops affected covered 1,904 hectares of which 1,305 are in Palawan, 455 hectares in Camarines Sur, and 141 hectares in Northern Mindanao.

“These areas are newly transplanted or in the seedling stage and are expected to recover as soon as flood waters recede. Hence, no estimate of volume of production loss is reported,” according to the report.

For corn, the DA said a total of 2,060 hectares have been affected of which 1,500 are in Bukidnon. Of these, 1,895 hectares are in the seedling and vegetative stages while 165 are in the reproductive and maturity stage.

The DA said the estimated worth of damage to agriculture in the affected areas could rise, as regional field units of the department are currently undertaking an assessment of the affected farm areas.

Running out of coffins

Meanwhile, funeral parlors in the two cities were reported to have turned away recovered bodies, saying they had run out of caskets. This prompted local officials, including Iligan City Mayor Lawrence Cruz, to order mass burial as the recovered bodies were already decomposing.

The city has only half a dozen funeral parlors. The first burial of 50 or so unclaimed bodies was to take place later on Monday in individual tombs at the city cemetery, he said.

“For public health purposes, we’re doing this. The bodies are decomposing and there is no place where we can place them, not in an enclosed building, not in a gymnasium,” Cruz told The Associated Press.

He said many of the dead in Iligan —279 by official count—“are just piled and laid outside the morgues,” which had run out of formaldehyde for embalming and coffins.

“We’re using plastic bags, whatever is available,” Cruz said.

In Cagayan de Oro, the situation was worse and people were resisting mass burials and demanding that relatives be given time to identify the bodies.

Cagayan de Oro’s death toll was initially placed at 340. Most of the victims were women and children, many of whom lived along river banks.

Residents told local officials that mass burial was “unChristian,” said Cagayan de Oro Administrator Griscelda Joson.

Mayor Vicente Emano called a meeting later on Monday to discuss the problem. Funeral parlors have asked authorities to do something about the unclaimed bodies because of the stench and complaints from neighbors, she said.

One report said a funeral parlor dumped 30 badly decomposed bodies in a city garbage dump over the weekend, sparking protests from distraught villagers who were looking for the missing loved ones.

Benito Ramos, NDRRMC executive director, said the 684 fatalities included 17 from Bukidnon, five from Compostela Valley, four from Lanao del Sur, 39 from Negros Oriental, three from Zamboanga del Norte, two from Surigao del Sur and Cebu, four from Autonomus Region in Muslim Mindanao and one from Caraga.

He said the typhoon affected at least 26,928 families, or 142, 961 persons in 190 barangays in 24 towns and eight cities in 13 provinces in the regions of Western Visayas, Central Visayas, Zamboanga Peninsula, Northern Mindanao, Davao and Caraga.

De regering in Manilla riep gisteren de noodtoestand uit. Medische teams en militairen zijn naar de getroffen gebieden gestuurd om mensen te helpen.

Washi veroorzaakte op veel plekken overstromingen en aardverschuivingen. Het dodental staat op bijna duizend. Zo'n 275.000 Filipijnen zijn dakloos geworden. Doordat de storm 's nachts was, werden velen in hun slaap verrast.

PAGASA gets flak

PAGASA has received flak for its alleged failure to give proper warnings to communities in Sendong's track, including an allegation made by weather bloggers that the weather bureau announced to the public that a storm was headed in less than 24 hours before its forecast landfall.

The National Disaster Risk Reduction and Management Council's (NDRRMC) first public advisory on Sendong, which was issued 11 a.m. December 15, also showed a PAGASA tracking map stating that the storm won't hit Iligan City and Cagayan de Oro.

The next NDRRMC severe weather bulletin issued 5.pm. of the same day showed a revised PAGASA tracking map, with the 2 cities on the storm's path.

PAGASA also raised storm warnings the same afternoon.

The storm made landfall mid-afternoon the following day, then struck Malaybalay before devastating Cagayan de Oro and Iligan in the middle of the night.

The resulting flashflood has killed 976 people, as of latest NDRRMC count on Wednesday morning. Dozens remain missing, while damage to properties is approaching P 1 billion.

Storm warnings

The Palace and the NDRRMC have cleared PAGASA of any fault, saying the agency gave warnings even days before the storm struck.

Presidential Communications Development and Strategic Planning Undersecretary Manuel L. Quezon III showed abs-cbnNEWS.com copies of SMS advisories on the storm that PAGASA sent to Malacaņang.

"We have been getting updates since December 14 via text," he said.

One SMS, sent to the Palace 12:46 p.m. December 14 by senior PAGASA official Robert Sawi, said: "The tropical depression over the Pacific is estimated at 1,480 km E of Mindanao with maximum winds of 55 kph. It is moving west at 19 kph and is expected to enter PAR by tomorrow morning. It will start affecting Visayas and Mindanao on Friday. This may trigger floods and landslides. Please take all the necessary precautionary measures. FYI. TY."

The SMS advisories, however, did not contain information on the storm's rainfall amount.

PAGASA continued to relay to the Palace its updates on the storm.

Quezon said the same weather alerts were sent to the NDRRMC, the Philippine Information Agency, and the Radyo ng Bayan.

"As I was told in Butuan, many PIA regional offices work with Radyo ng Bayan to send alerts and do SMS alerts too," he told abs-cbnNEWS.com.

Quezon said the Palace is preparing a comprehensive timeline on the disaster.

70.000 Filipijnen met kerst in opvangcentra

Het dodental door de watersnood staat op 1168, aldus een legerwoordvoerder zondag. Honderden mensen worden nog vermist.
