The legislation effectively merged what had been separate municipalities within the federal territory into a single entity. It is for this reason that the city is known by two names; "Washington" and the "District of Columbia" are now used interchangeably.
"United States Corporation"The Act also makes reference to a "Corp US", which some conspiracy theorists claim created a corporation in place of the Federal government of the United States.[1] Groups like "Team Law" point out that the District of Columbia had already been incorporated once before in the Organic Act of 1801, thus making this second Organic Act unnecessary. They conclude that Congress instead sold the country to private interests to whom the U.S. government owed money following the American Civil War.[2] Other legal scholars have concluded that the Act simply created a new government for the District of Columbia. The original meaning of the term "organic" was "of, relating to, or constituting the law by which a government or organization exists".[3] In this context, "organic" does not mean "original" as conspiracy theorists claim and thus invalidates an important point of their argument.
