Meanwhile, Thousand Oaks, reeling from the tragedy of a mass shooting, was under a siege of a different sort Friday as raging wildfires on both sides of the city forced evacuations and shut down part of the main freeway through town. Three-quarters of the town was evacuated, the mayor said.

Donald Trump has issued an emergency declaration providing aid to help state and local firefighters battling blazes in Butte, Ventura and Los Angeles counties. The money will help pay for firefighting aircraft along with shelter, supplies and transportation for the tens of thousands of evacuated residents.

The cause of the blazes was not known. Pacific Gas & Electric Co says it experienced a problem on an electrical transmission line near the site of the northern California fire minutes before the blaze broke out.

In northern California, when Paradise was evacuated, the order set off a desperate exodus in which many motorists got stuck in gridlocked traffic and abandoned their vehicles to flee on foot. People reported seeing much of the community go up in flames, including homes, supermarkets, businesses, restaurants, schools and a retirement center.

Rural areas fared little better. Many homes have propane tanks that were exploding amid the flames. “They were going off like bombs,” said Karen Auday, who escaped to a nearby town.

McLean estimated that the lost buildings numbered in the thousands in Paradise, about 180 miles north-east of San Francisco.

“Pretty much the community of Paradise is destroyed. It’s that kind of devastation,” he said.

The massive blaze spread north Friday, prompting officials to order the evacuation of Stirling City and Inskip, two communities north of Paradise along the Sierra Nevada foothills.

The wind-driven flames also spread to the west and reached Chico, a city of 90,000 people. Firefighters were able to stop the fire at the edge of the city, Cal Fire Capt Bill Murphy said.

There were no signs of life Friday on the road to Paradise except for the occasional bird chirp. A thick, yellow haze from the fire hung in the air and gave the appearance of twilight in the middle of the day.

Evacuees from Paradise sat in stunned silence Friday outside a Chico church where they took refuge the night before. They all had harrowing tales of a slow-motion escape from a fire so close they could feel the heat inside their vehicles as they sat stuck in a terrifying traffic jam.

When the order came to evacuate, it was like the entire town of 27,000 residents decided to leave at once, they said. Fire surrounded the evacuation route, and drivers panicked. Some crashed and others left their vehicles by the roadside.

“It was just a wall of fire on each side of us, and we could hardly see the road in front of us,” police officer Mark Bass said

“We're seeing urban conflagrations, and that's the real phase change in recent years,” says Stephen Pyne, a wildfire expert at Arizona State University. It used to be that fires destroyed exurbs or scattered enclaves. “But what's remarkable is the way they're plowing over cities, which we thought was something that had been banished a century ago.”

The Camp Fire horror show, which burned 70,000 acres in 24 hours, is a confluence of factors. The first is wind—lots of it, blasting in from the east. “We have a weather event, in this case a downslope windstorm, where, as opposed to the normal westerly winds, we get easterly winds that are cascading off the crest of the Sierra Nevada,” says Neil Lareau, an atmospheric scientist at the University of Nevada, Reno.

One of two wildfires in Southern California that forced the evacuation of tens of thousands more than doubled in size on Friday.

Los Angeles County Fire Chief Daryl L. Osby said at a news conference Friday afternoon that the Woolsey Fire had grown to nearly 55 square miles. It had been at 22 square miles earlier in the day.

Early in the day, the Woolsey fire forced Malibu city officials to warn that the "fire is burning out of control, heading into populated areas of Malibu. All residents evacuate now."

Fire officials say the Woolsey and Hill fires could force the evacuations of more than 148,000 and structural losses are expected to be significant. The Ventura County Fire Department said the county had lost 25,751 total structures in the two fires.

Gov.-elect Gavin Newsom declared a state of emergency for Ventura and Los Angeles counties on behalf of Gov. Jerry Brown, who was out of the state.

The Woolsey Fire started at Woolsey Canyon about 2:25 p.m. Thursday and tore into the community of Oak Park early Friday, burning dozens of homes and forcing thousands to flee, fire officials said.

Friday morning, the fire jumped the 101 Freeway at Chesebro Road and forced officials to order evacuations in Malibu, the beachside city of that lies along 21 miles of coastline and is home to 13,000.

The fire moved into Los Angeles County late Thursday, prompting new evacuation orders in Westlake Village, areas of Calabasas and Cheeseboro Canyon.

“It is critical that residents pay close attention to evacuation orders. This is a very dangerous wind-driven fire,” the L.A. County Fire Department said in a tweet.

So far, the blaze has damaged or destroyed 20 homes and threatens thousands more, the Los Angeles Times reports.

Hill Fire

The Hill Fire in Ventura County has burned almost 11 square miles but has slowed since reaching the footprint of a fire that burned away vegetation in 2013. Ventura County fire officials said it was holding at about 9 square miles on Friday afternoon.

The blaze came down the hills and also jumped the 101 Freeway, prompting officials to issue mandatory evacuations for the Cal State University Channel Islands campus. Before that, evacuations were ordered for the Camarillo Springs area after the fire was sparked at about 2 p.m. local time, according to the L.A. Times.
