The thing about Spain is that we are located in Europe. And the thing about the Sahara is that it is located in Africa. It has probably escaped your incisive eagle like observation but thete is no land border between Spain and The Sahara.
Secondly. Because there is no land border, technically the act of moving people to the desired real estate is called "invasion". If you have any advisors not currently in prison, they will probably tell you that this is a bad thing. It also leads to population displacement and refugees.
There are also mechanical difficulties. The Sahara is a desert. It mainly consists of sand. For reference please examine the sandpit in your oval office. That is the room without corners. You can't miss it. The thing about building megastructures in sand is that sandy deserts have sand dunes. About two weeks after you build the wall, it gets covered by thirty foot of sand. We then stop calling this structure a wall. We call it a hill. The thing about hills is that they have one feature not shared by walls. You can walk over them.
Of course, we could build the wall a few miles away. There is, after all an intervening body of water. However again there is a minor issue. It is a little problematic building walls on water. They tend to sink, you see. When the concrete and bricks reach the sea bed they stop sinking. However although we lack your incredible diplomatic insights, we feel that a wall which is under water rather misses the point. The only thing that wall will keep out will be fish. And we rather like fish.
