Wereldwijd honderden pedofielen gearresteerd!

ssst, mijn geheimpje

Klassiek rechts denken over zorg is verouderd.

5 things to watch in the first primary of 2018 ( politico )

he road to the House majority begins Tuesday in Texas, where Democrats must cull crowded candidate fields in the first primary election of 2018.

Early voting numbers suggest high levels of enthusiasm on the left, particularly in historically Republican, suburban districts around Houston and the Dallas-Fort Worth Metroplex.

But the party needs nominees who are well-suited to take on longtime GOP incumbents in these places in what will be the first test of House Democrats’ strategy to negotiate crowded party primaries.

The Democratic Congressional Campaign Committee has already tried to scuttle a candidate it views as a weaker general-election prospect in a Houston-area district. But that candidate, activist Laura Moser, could advance on Tuesday despite the committee’s involvement.

Texas has a runoff threshold: Candidates must earn a majority of the vote in order to clinch the nomination, or the top two finishers will advance to a second round of voting on May 22. In most of the contested House races, the candidate fields are so large that it’s unlikely anyone will clinch their party’s nomination outright.

Whatever happens Tuesday, one thing is certain: the Texas congressional delegation — the second largest in the House — will see significant turnover this year, with eight of the state’s 36 seats open this year.

But the Texas primaries aren’t only about the House. Sen. Ted Cruz will face GOP voters for the first time since he was “booed off the stage” — as President Donald Trump put it at the time — at the 2016 Republican convention. And Gov. Greg Abbott is seeking to run up the score in his bid for a second term, potentially with an eye toward federal office.
ADVERTISING

Both parties will be monitoring turnout trends to see if Democrats are any closer to their long-deferred dream of turning the nation’s second-most-populous state blue. Polls close at 8 p.m. Eastern Time/7 p.m. Central, except in El Paso and Hudspeth counties in far West Texas, where polls close at 9 p.m. Eastern/7 p.m. Mountain.

Here are five things to watch as Texans go to the polls on Tuesday:

Democrats are showing up in droves

Tuesday is Election Day, but nearly a million voters in the state’s 15 most-populous counties have already cast their ballots via mail and in-person early voting.

The early-voting figures are consistent with other elections in the Trump era: Democrats are energized and voting at higher rates in nonpresidential elections than in recent history.

In Texas’ 15 largest counties, more Democrats have voted early (465,000) than Republicans (420,000) through last Friday, the final day of early voting. Compare that with the last midterm election, in 2014, when only 227,000 Democrats voted early, compared with 365,000 Republicans.

“It fits a pattern we’ve seen — Democrats are engaged at higher levels than Republicans are,” said Michael McDonald, a professor at the University of Florida who studies early-voting data. “It’s not that Republicans aren’t engaged, but what’s different is that Democrats are very engaged compared to 2014. … This is another piece of the puzzle that fits into a much larger picture that suggests — yes, Democrats are looking to have a good year in 2018.”

Both parties will be monitoring the Election Day vote to see if the trend holds. But even if Democrats are more energized in February and March, that wouldn’t necessarily be the case in November.

Democrats have talked about turning Texas blue for more than a decade. For all the attention then-state Sen. Wendy Davis’ gubernatorial campaign received in 2014, Abbott defeated her by more than 20 points.

Abbott entered 2018 with a massive, $43 million war chest. The leading Democrats in the race — former Dallas County Sheriff Lupe Valdez and Andrew White, the son of the late Gov. Mark White — aren’t seen as serious threats to Abbott.

It would also take a massive wave for Rep. Beto O’Rourke, who should become the Democratic nominee for Senate on Tuesday night, to threaten Cruz in the Senate race. But Tuesday’s GOP primary will indicate whether Cruz has issues with Republican voters at the poles of the party spectrum: those who were once furious with his failure to endorse Trump in 2016, and moderates turned off by his strident conservative policies and tactics.

Suburban watch: Dallas and Houston

Two House seats key to the Democrats’ shot at the majority track through the suburbs of Dallas and Houston, affluent and well-educated neighborhoods that turned against Trump in 2016. The crowded Democratic primaries won’t yield definitive answers Tuesday as to whom they will run against those Republican incumbents, but it will narrow the field.

In Houston, the DCCC’s efforts to scuttle Moser’s bid to face GOP Rep. John Culberson will be put to the test — a first for the committee weighed down by packed, well-funded primaries across the country. Lizzie Pannill Fletcher, an attorney endorsed by EMILY’s List, appears to lead the pack. But two other Democrats — oncologist Jason Westin and nonprofit executive Alex Triantaphyllis — are in the hunt for the second spot.

If Moser finishes second, Democratic operatives are worried that other candidates in crowded primaries will be emboldened to stick it out, even if the party comes after them.

In Dallas, where GOP Rep. Pete Sessions is seeking reelection, three top Democratic candidates all hail from the Obama administration. Ed Meier, a former State Department official, led his Democratic opponents in fundraising throughout 2017. But Colin Allred, a former Housing department official, and Lillian Salerno, who served in the Agriculture Department, both got help from high profile surrogates, like Julián Castro and Kirsten Gillibrand. But Brett Shipp could be a dark horse in the race, as the former TV reporter has built a personal brand and name recognition in the district.

So far, the race has remained friendly — all of the top four Democrats said they’d back the eventual nominee — but that could change in a head-to-head runoff.

Democrats’ strong-arm strategy faces big test in Texas

By ELENA SCHNEIDER

Washington meddling in Democratic primaries

Moser isn’t the only Democrat who suffered an intrusion from Washington in her primary. State Sen. Sylvia Garcia, who would be the first Hispanic woman to represent Texas in Congress, appeared to be a lock on replacing Democratic Rep. Gene Green, who endorsed her, for his eastern Houston seat. But then Sen. Chuck Schumer (D-N.Y.) weighed in.

Two weeks before Election Day, the Senate minority leader endorsed health care executive Tahir Javed, a first-time candidate and longtime fundraiser who brought in $1.2 million for his own bid, most of it from his own bank account. Javed’s election would also be historic, as Texas hasn’t sent an Asian-American to Congress. The Congressional Hispanic Caucus said it was “disappointed” by Schumer’s intervention.

Garcia told The Texas Tribune that she’s “still confident we can get out of this without a runoff.”

The personality primaries

Six Republican congressmen opted for retirement ahead of 2018, opening up several conservative-leaning seats throughout Texas. But, so far, their potential replacements aren’t distinguishing themselves through policy differences, only through their personal profiles.

“All these multi-candidate races are very personality-driven so far,” said Matt Mackowiak, a Republican consultant in the state. “There haven’t been any sharp policy differences, if any. Everyone is supportive of Trump, of the tax bill, of the immigration plan — it’s all been pretty standard Republican fare.”

Local operatives expect most of these crowded races will head to a runoff, as it’s unlikely that any candidate will reach 50 percent. Four of those primaries boast nine or more Republicans, including the 18-candidate race for Rep. Lamar Smith’s central Texas seat.

The one race that could be decided Tuesday night is Rep. Sam Johnson’s replacement to represent the north Dallas suburbs. Van Taylor, a state senator, outraised and outspent his GOP opponents, along with locking down an endorsement from Abbott.

A threat to the Bush name

It’s been a tough stretch for the Bush family. Former Florida Gov. Jeb Bush was battered throughout his 2016 presidential campaign, staggering out of the race without even earning a third-place finish in any of the GOP nominating contests.

Trump, meanwhile, has framed his presidency in part as a repudiation of the men who came before him in the Oval Office, including George W. Bush.

That’s what made Trump’s endorsement of incumbent state Land Commissioner George P. Bush so interesting. The younger Bush, Jeb’s son, has spent $2 million to fend off a primary challenge from Jerry Patterson, Bush’s predecessor in the job.

Bush has mostly ducked Patterson and the three other candidates running in Tuesday’s primary. But Tuesday’s primary could serve as a sign that — despite his profligate spending — the political power of the Bush name is waning, even in Texas.

And if the Bush-Patterson race is close, the presence of three other candidates could deny Bush a majority of the vote, forcing the incumbent into a runoff that extends the intraparty fight through the spring.

Trump breaks with GOP, sparking new tensions

quote:
President Trump is publicly breaking with congressional Republicans on trade and guns, causing tensions within the party at a time when lawmakers hope to be united ahead of the midterm elections.

Republican strategists and nonpartisan political experts say Trump appears to be looking beyond this fall’s elections, when GOP control of Congress is at stake, to his own bid for a second term in 2020.

“Clearly he’s targeting Michigan, Wisconsin, Ohio and Pennsylvania. Those were, all four, key battleground states for him in the last election and the states he would have to win if he’s going to win reelection,” said Saul Anuzis, a political strategist and former chairman of the Michigan Republican Party.

“It’s a very calculated, direct move with regards to the constituency he needs,” Anuzis added. “Campaigns are no longer limited to months before the election but literally start the day after someone gets elected.”
The big breaking point between Trump and the GOP is his decision to impose a 25 percent tariff on steel imports and a 10 percent tariff on aluminum imports.

The announcement on Thursday of the tariffs, which have yet to formally be put in place, came shortly after Trump said that Brad Parscale, his longtime digital marketing strategist, would be his 2020 reelection campaign manager.

Nou ja, het Amerikaanse politieke systeem kent genoeg checks and balances.

Begrijp me niet verkeerd daarin.

Kellyanne Conway found to have violated Hatch Act

quote:
White House counselor Kellyanne Conway violated the Hatch Act on two occasions, the Office of Special Counsel (OSC) informed the Trump administration Tuesday.

Appearing in her official capacity, Conway endorsed and advocated against political candidates, the watchdog said, referring its findings to President Trump "for appropriate disciplinary action."

The violations occurred during two television appearances in 2017, one on Fox News's "Fox & Friends," and one on CNN's "New Day."

“While the Hatch Act allows federal employees to express their views about candidates and political issues as private citizens, it restricts employees from using their official government positions for partisan political purposes, including by trying to influence partisan elections,” OSC says in its report.

“Ms. Conway’s statements during the 'Fox & Friends' and 'New Day' interviews impermissibly mixed official government business with political views about candidates in the Alabama special election for U.S. Senate."

The report goes on to state that Conway received "significant training" on the Hatch Act and possible violations. OSC says it gave Conway, a former GOP pollster who served as Trump's campaign manager, the opportunity to respond as part of its report, but she did not.

Trump White House quietly issues report vindicating Obama regulations

It was easy to miss, but OMB demolishes the GOP’s deregulatory claims.

quote:
President Donald Trump’s administration has been on a deregulatory bender, particularly when it comes to environmental regulations. As of January, the New York Times counted 67 environmental rules on the chopping block under Trump.

This is not one of Trump’s idiosyncrasies, though. His administration is more ham-handed and flagrant about it, but the antipathy it expresses toward federal regulation falls firmly within the GOP mainstream. Republicans have been complaining about “burdensome” and “job-killing” regulations for so long that their opposition to any particular health, safety, or environmental regulation is now just taken for granted.

For instance, why would the Environmental Protection Agency close a program investigating the effects of toxins on children’s health? Is there some evidence that the money is wasted or poorly spent? Why would the EPA allow more unregulated disposal of toxic coal ash? Don’t people in coal regions deserve clean air and water? Is there any reason to think coal ash is currently well-regulated?

These questions barely come up anymore. Republicans oppose regulations because they are regulations; it’s become reflexive, both for the party and for the media the covers them.

As it happens, though, we know something about the costs and benefits of federal regulations. In fact, Trump’s own administration, specifically the (nonpartisan, at least for now) White House Office of Management and Budget (OMB), just released its annual report on that very subject. (Hat tip to E&E.)

The report was released late on a Friday, with Congress out of session and multiple Trump scandals dominating the headlines. A cynical observer might conclude that the administration wanted the report to go unnoticed.

Why might that be? Well, in a nutshell, it shows that the GOP is wrong about regulations as a general matter and wrong about Obama’s regulations specifically. Those regulations had benefits far in excess of their costs, and they had no discernible effect on jobs or economic growth.

SPOILER
OMB, more like OMG, amirite?

OMB gathered data and analysis on “major” federal regulations (those with $100 million or more in economic impact) between 2006 and 2016, a period that includes all of Obama’s administration, stopping just short of Trump’s. The final tally, reported in 2001 dollars:

• Aggregate benefits: $219 to $695 billion
• Aggregate costs: $59 to $88 billion

By even the most conservative estimate, the benefits of Obama’s regulations wildly outweighed the costs.

According to OMB — and to the federal agencies upon whose data OMB mostly relied — the core of the Trumpian case against Obama regulations, arguably the organizing principle of Trump’s administration, is false.

Environmental regulations have the highest costs and highest benefits

At least since Reagan, conservatives have had particular and growing hostility toward environmental regulations. This has proven a source of great anguish to (older) environmentalists, who lament that such regulations used to be bipartisan.

But the right-wing turn against environmental rules is no great mystery. The OMB report reveals the core reason: Of all the regulations passed from 2006 to 2016, it is environmental regulations, specifically air pollution regulations, that had both the highest costs and the highest benefits.

omb_2018_regs.jpg

EPA rules, OMB writes, “account for over 80 percent of the monetized benefits and over 70 percent of the monetized costs” of federal regulation during this period.

For example, new fuel economy standards for medium- and heavy-duty engines had (in 2001 dollars) between $6.7 billion and $9.7 billion in benefits. But they cost industry $0.8 billion to $1.1 billion.

The MATS rule, aimed at reducing toxic emissions from power plants, had between $33 billion and $90 billion in benefits (in 2007 dollars, for some reason), but it cost industry $9.6 billion.

In short, air quality rules secure enormous health benefits for the American public, but they also ask a great deal of industry.

To frame the same point another way: Air quality regulations serve as a downward redistribution of wealth, out of the pockets of industrialists and into the pockets of ordinary Americans, particularly the poor and vulnerable Americans (African Americans and Hispanics in particular) who tend to live closest to pollution sources. They shift costs, from the much higher health and social costs of pollution remediation to the comparatively smaller costs of pollution abatement.

And therein lies the source of industry and GOP rage toward EPA. It’s why EPA delayed and delayed air rules under Bush. It’s why the GOP Congress worked so furiously to block air rules under Obama. And it’s why EPA is weakening or repealing air rules as fast as possible under Trump.

The GOP is opposed to downward redistribution of wealth. If one policy goal has unified the right above all else, it is upward redistribution. Even as its base drifts further into a fog of xenophobic, reactionary ressentiment, its moneyed interests and policy leaders remain laser-focused on reducing taxes and regulatory burdens on the wealthy. Upward redistribution is what unites GOP health care policy, tax policy, financial sector policy, and environmental policy.

That is why Republicans hate EPA and its rules: They are a burden to industry, but worse, they are a burden to industry that is very obviously worth it. Industry makes a small sacrifice, public health improves, and economic growth continues apace. EPA rules are a living demonstration of the good that government can do.

The “job-killing” thing is also nonsense

Okay, environmental regulations produce enormous health and social benefits, but don’t they kill jobs?

Not really. This is another myth that conservatives have simply repeated with such tenacity that no one bothers to scrutinize it anymore.

The OMB report has a long section looking into the employment effects of environmental regulations, assessing several studies and literature reviews. Mostly it is devoted to explaining how complex and vexed such analysis is. Jobs may be eliminated in one place/industry and created in another. Jobs may be eliminated in the short term but a larger number created in the long term. Effects on employment must be disentangled from contemporaneous social and economic trends, many of which have much larger effects. And so on.

The conclusion — which is in keeping with the broader literature, as I described in this post — is that there may be local and temporary employment effects from environmental regulations, either positive or negative, but at the aggregate national level, such regulations simply aren’t a significant factor in employment. Their effects are lost amid the noise of demographic shifts and macroeconomic drivers.

They don’t “kill jobs.” From the perspective of the overall economy, they don’t do much of anything to jobs, other than shift them from certain regions/industries to others. As it happens, those shifts are often unfavorable to GOP constituencies, but that’s not a license to, you know, lie about them.

There is no coherent policy justification for Trump’s deregulatory frenzy

If the GOP wants to explicitly align itself behind the interests of particular polluting businesses and against the broader public interest, well, it can. If it doesn’t think the costs to industry of reducing pollution are worth much larger benefits to public health, it can say so. If it wants to transfer wealth back from the public to industrialists by reversing all of Obama’s rules, that is its right as the party in power.

But GOP lawmakers shouldn’t be allowed to simply burp up the words “burdensome” and “job-killing” and move on. The OMB finds no evidence that federal regulations have any noticeable impact on aggregate national employment or economic growth. There is evidence that they produce public benefits well in excess of their costs.

If EPA head Scott Pruitt wants to say that defending children from toxics or rural communities from coal ash pollution is burdensome, he ought to offer some numbers, or evidence, or ... something. Goofy homilies are not enough. (His latest claim is that the Bible recommends the deregulatory agenda.)

emorwee twitterde op dinsdag 27-02-2018 om 19:12:11 Pope Francis, on Scott Pruitt's faith-based brand of environmentalism: “This is not the correct interpretation of the Bible as intended by the Church.” https://t.co/NGAHzys3Kl reageer retweet
Believing in the inherent costliness and ineffectiveness of federal regulation is not a religious matter. It’s not an article of faith. It’s an empirical assertion, an argument, and the available evidence indicates that it is incorrect.

It is certainly not a belief to which journalists owe any particular deference.

Until Trump’s administration makes a case that its own OMB and agencies are wrong — not just by a little, but by tens of billions of dollars — the presumption of every journalist and politico in Washington should be that there is no coherent policy rationale for Trump’s deregulatory agenda.

It is, like his health, tax, and infrastructure initiatives, simply the polar opposite of populism: the targeted transfer of wealth to the already wealthy, at the public’s expense.

Trump Lawyer Michael Cohen Received Inside Info From Russia Probe

Closed-door testimony before the House Russia probe is supposed to stay behind closed doors. Somehow, it got into the hands of another witness—and key Trump confidante—instead.

quote:
On Dec. 19, 2017, a former staffer for Sen. John McCain named David Kramer testified before the House intelligence committee behind closed doors. He’d played a role in bringing the salacious and unverified Steele dossier to the FBI’s attention, and members peppered him with questions about it.

Then something unusual happened. Word of Kramer's testimony got out—to the lawyer of another witness.

The following, based on conversations with multiple sources familiar with the matter, illuminates the extraordinary breakdown of trust between committee investigators and the witnesses they call. It also suggests that some people working on the committee investigation may be trying to covertly assist one of the president’s closest allies—when the president’s inner circle is ostensibly a focus of their probe.

A few days after Kramer’s testimony, his lawyer, Larry Robbins, got a strange call. The call was from Stephen Ryan, a lawyer who represents Trump’s longtime personal attorney Michael Cohen. Cohen is facing scrutiny from Special Counsel Robert Mueller and congressional investigators regarding potential coordination between Trump’s team and the Kremlin. He featured prominently in the Steele dossier—the document that Kramer handled—and is currently suing Buzzfeed for publishing it.

Ryan told Robbins he reached out because someone from the House told him that Robbins’ client, Kramer, had information about the Steele dossier that could help Cohen.

Robbins declined to help. Ryan then asked Robbins not to tell the House intelligence committee about their conversation.

Robbins told the committee anyway. CNN reported in February that Robbins wrote a letter to the committee complaining about leaks to another client’s lawyer. The Daily Beast can now confirm that this letter was regarding Stephen Ryan and Michael Cohen.

SPOILER
Michael Cohen is both the president’s longtime personal attorney and one of his most unflagging loyal admirers. He has a history of using every trick in the book—from intimidation to hush-money—to keep negative stories about Trump from coming to light, as The New York Times detailed last month. Cohen personally paid porn star Stormy Daniels $130,000 in exchange for her commitment not to discuss an affair she allegedly had with Trump. According to the Wall Street Journal, the future president did not reimburse Cohen for his efforts.

Emily Hytha, a spokesperson for Rep. Michael Conaway, who is supervising the probe, said witness testimony was not shared improperly. (The testimony was deemed committee-sensitive, according to a committee source, but not classified.)

“Any accusation that a witness's testimony was shared with another witness or their lawyer is unequivocally false,” she said.

Robbins and Kramer declined to comment for this story. Ryan did not respond to multiple requests for comment.

Witnesses who voluntarily testify before the House intelligence committee generally do so under assurances that members and staff will not share their testimony with the public or with other witnesses. Many witnesses are less likely to cooperate with sensitive Congressional investigations if they believe the information they share will get out publicly.

“Any time information leaks out that’s given to the committee behind closed doors—whether it’s classified or committee-sensitive or otherwise protected from public disclosure—it makes it harder for the committee to do its investigative job and get honest and open testimony from the witnesses before it,” said Jamil Jaffer, a visiting fellow at the Hoover Institution and former senior counsel on the House intelligence committee.

This isn’t the only leak accusation leveled against House intelligence committee officials. The president has repeatedly skewered the top Democrat on the panel, Rep. Adam Schiff of California, for supposedly sharing sensitive information with reporters; it’s a charge that Schiff denies. Last week, The New York Times reported that leaders of the Senate intelligence committee believe House investigators leaked text messages that Sen. Mark Warner sent. Warner and Sen. Richard Burr, the Democrat and Republican who lead the Senate committee, met with Speaker Paul Ryan to share their concerns. Accusations of improper coordination with the White House have dogged Nunes, who was part of Trump’s presidential transition team, since the investigation’s inception.

Last March, Nunes suggested a whistleblower from within the intelligence agencies informed him that the name of Michael Flynn, Trump’s former national security adviser who subsequently pleaded guilty to lying to the FBI, was improperly “unmasked” in internal reports. It subsequently emerged that Nunes was fed that story not by any whistleblower, but by White House officials close to both Nunes and Flynn—prompting an ethics inquiry into Nunes himself that briefly derailed his leadership of the Russia probe.

More recently, Nunes gave an evasive and equivocal answer to committee Democrats who asked if Nunes or his staff collaborated in any way with the White House on his memo, which presented a counternarrative on Russia highly convenient for Trump.

And committee Democrats have signaled that they still seek to verify Cohen’s testimony.

At a recent closed-door committee meeting on February 5, a discussion of the Steele dossier pivoted to an aspect of it concerning Cohen—specifically, ex-MI6 spy Christopher Steele’s claim that Cohen had visited Prague to meet with a Russian operative during the summer of 2016.

“All the evidence we have seen is that Michael Cohen has never been in Prague, never in the Czech Republic, and indeed, was in California with his son at a campus in California at a time when he was supposed to be meeting with this Russian agent,” said Peter King, a Long Island Republican, according to a hearing transcript. (PDF)

Eric Swalwell, a California Democrat and former prosecutor, shot back: “Would you support subpoenaing Mr. Cohen’s bank records, travel records, communications logs, so we are not just taking him at his word but we could actually verify that through a third party?”

King said he would, but “when Mr. Cohen was here, he was under oath, and you had your opportunity to ask him then.”

Schiff replied, “Yes, he did testify, and yes, we actually had the opportunity to ask him those questions. What we have not had the opportunity to do is determine whether he was telling us the truth, because we have made requests to get documents, the subpoenaed documents, and the majority has been unwilling to support those requests to subpoena documents. When that is the case, then we have no way of verifying or disproving information.” (Schiff declined comment for this piece.)

The exchange happened weeks after Ryan contacted Robbins concerning Cohen’s testimony.

Special counsel has examined episodes involving Michael Cohen, Trump’s longtime lawyer

quote:
Special counsel Robert S. Mueller III has requested documents and interviewed witnesses about incidents involving Michael Cohen, the longtime lawyer for President Trump whose wide-ranging portfolio has given him a unique vantage point into Trump’s business, campaign and political activities.

There is no indication that Cohen is a subject or target of the investigation into Russian interference in the 2016 election. But the scrutiny of his interactions is another sign of the far-reaching nature of the special-counsel probe, which is examining members of the president’s inner circle and aspects of Trump’s past business outreach to Russia.

As one of Trump’s closest advisers, Cohen played a role in at least two episodes involving Russian interests that have drawn Mueller’s attention, according to several people familiar with document subpoenas and witness interviews.

One area of focus has been negotiations Cohen undertook during the campaign to help the Trump Organization build a tower in Moscow. Cohen brought Trump a letter of intent in October 2015 from a Russian developer to build a Moscow project. Later, he sent an email to Russian President Vladimir Putin’s chief spokesman seeking help to advance the stalled project. He said he did not recall receiving a response.

Another area that Mueller’s team has explored is a Russia-friendly peace proposal for Ukraine that was delivered to Cohen by an Ukrainian lawmaker one week after Trump took office, the people said.

Cohen is also among nine Trump associates whose communications with former Trump aide Sam Nunberg are being sought by the special counsel, according to a grand jury subpoena sent to Nunberg last week.

Cohen is the only individual on the list who never worked for Trump’s campaign or the White House — and the only one still working for the president.

SPOILER
Stephen Ryan, an attorney for Cohen, rejected the notion that his client was under particular scrutiny by Mueller.

“Unsourced innuendo like this succeeds only because the leakers know the Special Counsel will not respond to set the record straight,” he said in a statement.

A spokesman for the special counsel’s office declined to comment.

Known for his combative style and fierce loyalty to Trump, Cohen served for a decade as a top lawyer at the Trump Organization, tangling with reporters and Trump’s business competitors on behalf of the celebrity real estate mogul.

He never formally joined Trump’s campaign but was in close contact with his longtime boss from his Trump Tower office throughout the 2016 race and presidential transition.

Cohen’s aggressive tactics recently came into public view when he acknowledged he facilitated a $130,000 payment in October 2016 to an adult-film actress who claimed to have had a sexual encounter with Trump.

Cohen left the Trump Organization in January 2017, around the time of Trump’s inauguration, and since then has served as a personal attorney to the president.

Despite having no formal role in the administration, Cohen was a frequent White House visitor in the months after Trump took office, often dropping by the Oval Office without an appointment to visit with the president, according to three current and former administration officials.

Cohen’s access worried some senior aides in the West Wing, who felt he tended to bring out the president’s scorched-earth tendencies. Cohen told others that Trump was fond of him and expressed his desire to have him in the White House.

Cohen has been seen far less in the White House during the past six months but remains in regular contact with the president, according to people familiar with his role.

It is unclear how aggressively Mueller’s prosecutors have been probing issues involving Cohen, but they have periodically sought information related to the longtime Trump lawyer during the past several months, including in recent weeks, according to people familiar with the special counsel’s investigation.

Cohen figured in two key episodes related to the former Soviet Union during and immediately after the campaign, including discussions about the never-realized Trump Tower Moscow.

Cohen has said he worked on the deal with Felix Sater, a real estate developer who helped build a number of Trump-branded properties, including Trump SoHo in New York, and had tried to help Trump build in Moscow a decade earlier.

The most recent effort to launch a Trump-branded development in Moscow began in the fall of 2015, at the same time Trump was competing for the GOP presidential nomination.

In January 2016, Cohen emailed Dmitry Peskov, Putin’s spokesman, to ask for help advancing the project, according to documents submitted to congressional investigators.

Cohen said in an August statement that he did not recall receiving a response. He said that the plan was abandoned in January 2016 “for business reasons” when government permission was not secured and that the matter was “not related in any way to Mr. Trump’s presidential campaign.”

Mueller has requested documents related to the project and his prosecutors have asked witnesses about it, according to people familiar with the probe.

Sater and Cohen also figure in the Ukrainian peace proposal, another episode that has been reviewed by special-counsel investigators, the people said.

Robert S. Wolf, an attorney for Sater, said he was not aware of any recent interviews by the special counsel regarding the episodes involving Sater.

“Mr. Sater’s description of these events has never changed one iota,” he added.

In a statement, Sater said that “the only purpose for the Ukrainian peace proposal was to save lives, which is a noble pursuit.”

Sater organized a Jan. 27, 2017, meeting at the Loews Regency hotel in New York during which Ukrainian lawmaker Andrii V. Artemenko gave Cohen the proposal, according to interviews last year with the three participants.

The back-channel proposal offered a pathway for resolving the Ukrainian dispute that could have led to the lifting of U.S. sanctions on Russia and given Putin a prize he has long sought — undisputed control over Crimea, territory that Russia seized in 2014.

The plan was presented to Cohen a few weeks after then-national security adviser Michael Flynn was heard in an intercepted phone call telling the Russian ambassador that the Trump administration would roll back sanctions imposed by the Obama administration intended to punish Moscow for interfering in the 2016 election.

All three men who participated in the January meeting have said that the initiative was driven solely by their joint desire for peace in war-torn Ukraine and that nothing came of the proposal.

But Cohen, Sater and Artemenko — who at the time served in the Ukrainian parliament — have offered conflicting accounts of key aspects of their interactions, including whether the proposal reached the White House, as Artemenko had intended.

The New York Times, which first reported the meeting last year, said Cohen told the newspaper he left the plan in Flynn’s White House office about a week before Flynn resigned.

In an interview last year, Artemenko said Cohen suggested that Flynn would be the correct person at the White House to receive the plan, but he said Cohen made no promises to deliver it. Nevertheless, Artemenko said he was told later by Sater that Cohen had gotten the plan to Flynn.

However, Sater told The Washington Post last year that he understood Cohen intended to give the plan to Flynn but that the national security adviser resignation’s interceded.

In interviews last year with The Post, Cohen called the Times story “fake news.” He denied that he gave the proposal to Flynn or that he had ever said he had done so.

Instead, Cohen told The Post he threw away the unopened envelope containing the plan in a trash can at his New York apartment.

“I never looked at it,” Cohen said. “I never turned it over to anyone.”

The men also differed about the extent of Russian involvement in the proposal. Cohen told The Post that Artemenko had announced during their brief meeting that he had devised the proposal in consultation with the Russian government.

“He said Russia was on board — the Russian government,” Cohen said.

Gary Cohn to Resign as Trump’s Top Economic Adviser

quote:
Gary D. Cohn, President Trump’s top economic adviser, plans to resign, becoming the latest in a series of high-profile departures from the Trump administration, White House officials said on Tuesday.

The officials insisted there was no single factor behind the departure of Mr. Cohn, who heads the National Economic Council. But his decision to leave came after he seemed poised to lose an internal struggle amid a Wild West-style process over Mr. Trump’s plan to impose large tariffs on steel and aluminum imports.

“Gary has been my chief economic adviser and did a superb job in driving our agenda, helping to deliver historic tax cuts and reforms and unleashing the American economy once again,” Mr. Trump said in a statement to The New York Times. “He is a rare talent, and I thank him for his dedicated service to the American people.”

Mr. Cohn is expected to leave in the coming weeks. He will join a string of recent departures by senior White House officials, including Mr. Trump’s communications director and a powerful staff secretary.

Yet the departure of Mr. Cohn, a free-trade oriented Democrat who fended off a number of nationalist-minded policies during his year in the Trump administration, could have a ripple effect on the president’s economic decisions and on the financial sector.

Even the mere threat, last August, that Mr. Cohn might leave sent the financial markets tumbling.

And his planned exit comes as the president is making a more aggressive return to the nationalist policies that helped sweep him into office as the 2018 midterm elections approach.

Mr. Trump’s announcement last week that he would levy tariffs on aluminum and steel imports was the most immediate catalyst for Mr. Cohn’s departure, according to people familiar with his thinking. Mr. Cohn, a longtime proponent of free trade, believed the decision could jeopardize economic growth.

(CNN) President Donald Trump publicly derided reports Tuesday that chaos is engulfing the West Wing, but in private, the man who thrives on discord seems to be sowing some of it himself.

The President has emboldened Anthony Scaramucci, the boisterous former communications director who was fired after just 10 days, to continue attacking White House chief of staff John Kelly during his cable news appearances, a source familiar with the situation told CNN.

In multiple television segments, Scaramucci has faulted Kelly for the "terrible morale" in the West Wing, at times referring to him as "General Jackass" and suggesting he apologize for his handling of the Rob Porter resignation. According to this source, the President is aware of Scaramucci's criticisms and has not discouraged him from making them. Sources familiar with his thinking say Scaramucci is frustrated with Kelly because he has limited the former communications director's White House access.

quote:
WASHINGTON — An adviser to the United Arab Emirates with ties to current and former aides to President Trump is cooperating with the special counsel, Robert S. Mueller III, and gave testimony last week to a grand jury, according to two people familiar with the matter.

Mr. Mueller appears to be examining the influence of foreign money on Mr. Trump’s political activities and has asked witnesses about the possibility that the adviser, George Nader, funneled money from the Emirates to the president’s political efforts. It is illegal for foreign entities to contribute to campaigns or for Americans to knowingly accept foreign money for political races.

Mr. Nader, a Lebanese-American businessman who advises Crown Prince Mohammed bin Zayed Al-Nahyan, the effective ruler of the Emirates, also attended a January 2017 meeting in the Seychelles that Mr. Mueller’s investigators have examined. The meeting, convened by the crown prince, brought together a Russian investor close to President Vladimir V. Putin of Russia with Erik Prince, the founder of Blackwater and an informal adviser to Mr. Trump’s team during the presidential transition, according to three people familiar with the meeting.

Mr. Nader’s cooperation in the special counsel’s investigation could prompt new legal risks for the Trump administration, and Mr. Nader’s presence at the Seychelles meeting appears to connect him to the primary focus of Mr. Mueller’s investigation: examining Russian interference during the 2016 presidential campaign.

Mr. Nader represented the crown prince in the three-way conversation in the Seychelles, at a hotel overlooking in the Indian Ocean, in the days before Mr. Trump took office. At the meeting, Emirati officials believed Mr. Prince was speaking for the Trump transition team, and a Russian fund manager, Kirill Dmitriev, represented Mr. Putin, according to several people familiar with the meeting. Mr. Nader, who grew close later to several advisers in the Trump White House, had once worked as a consultant to Blackwater, a private security firm. Mr. Nader introduced his former employer to the Russian.

The significance of the meeting in the Seychelles has been a puzzle to American officials ever since intelligence agencies first picked up on it in the final days of the Obama administration, and the purpose of the discussion is in dispute. During congressional testimony in November, Mr. Prince denied representing the Trump transition team during the meeting and dismissed his encounter with Mr. Dmitriev as nothing more than a friendly conversation over a drink.

Etc etc

quote:
New Offshore Drilling Analysis Shows What Trump’s Plan Puts At Stake

The Trump administration’s proposal to open up nearly all U.S. waters to oil and gas development threatens more than 2.5 million jobs and roughly $180 billion in gross domestic product in coastal states, according to an economic review by ocean conservation nonprofit Oceana.

The new analysis of fishing, tourism and recreation industry data comes in response to the administration’s sweeping offshore drilling plan aimed at opening huge swaths of the Arctic, Atlantic and Pacific oceans to oil exploration. The proposal, part of an ongoing “energy dominance” agenda, makes available for lease roughly 90 percent of the U.S. Outer Continental Shelf.

Diane Hoskins, a campaign director at Oceana, said the main takeaway from the review is that expanding offshore drilling is not worth the risks this activity would pose to coastal communities that rely on clean, healthy oceans.

“It’s time for [Interior Secretary Ryan Zinke] and Washington to listen to the millions of Americans who already made their voices heard on this issue,” she said. “They’re overwhelmingly saying ‘no’ to drilling off their coasts. And these numbers make it clear just how much is at stake.”
SPOILER
Take, for example, Massachusetts, where commercial fishing, tourism and ocean recreation support 110,000 jobs, according to Oceana. State lawmakers there are among those urging the administration to abandon its offshore plans, noting the state’s marine economy generated more than $17.3 billion in 2015.

“This puts at risk our economy, our vibrant and historic fishing industry, our tourism industry. It, of course, puts at risk our many thousands of miles of coastline in Massachusetts,” state Attorney General Maura Healey told reporters at an event in Washington, D.C., late last month. “We know the devastation, having seen one too many oil spills.”

Looking at economic data and federal resource assessments, Oceana concluded that the supply of undiscovered and accessible reserves off the Atlantic, Pacific and Florida Gulf coasts would meet America’s oil demands for only two years and natural gas demands for one year.

The offshore announcement in early January drew outrage from Democrats and Republicans who expressed concern about potential economic and environmental damage. Less than a week later, Zinke announced that, at the recommendation of Florida Gov. Rick Scott (R), whom he called a “straightforward leader that can be trusted,” he was removing Florida’s coastal waters from consideration for offshore oil drilling. In a Twitter post that same day, Zinke referred to Scott as he declared that “local voices matter.” Scott continues to deny the science behind climate change and has long supported drilling in and around Florida.

Florida, Zinke added, is “unique and its coasts are heavily reliant on tourism as an economic driver.”

The seemingly arbitrary decision came just two days into a 60-day public comment period. Some wondered if Zinke would give equal weight to voices from blue states; others suggested the move was a political stunt to help get Scott elected to the Senate this year. Democratic governors, lawmakers and other officials demanded that their states also be granted waivers.

The director of the Bureau of Ocean Energy Management has since said that Zinke’s announcement on social media “is not a formal action,” meaning the waters off the coast of Florida are still being considered for oil and gas drilling.

Zinke has met with a number of coastal governors in the weeks since his Florida announcement but has not offered the same assurances he gave Scott.

http://thehill.com/blogs/(...)n-over-trump-tariffs

quote:
Senate Republicans are weighing how to respond to President Trump's floated tariffs, including potentially passing new legislation to rein him in if he moves forward with the plan.

Sen. Jeff Flake (R-Ariz.) on Tuesday said Congress should look at trying to "box in" what tariffs a president can impose on imported materials.

"I would like to see what we can do for him imposing tariffs and that should be something Congress does, not the president," Flake said, adding that he didn't think the steel and aluminum tariffs floated by Trump meet the national security qualifications under Section 232 of the trade law.

Trump's decision to push forward with tariffs on imported steel and aluminum has roiled Capitol Hill, where Republicans are pleading publicly for him to at least narrow the forthcoming financial penalties.

But Trump appeared to double down on his tariff plan Tuesday stressing that he will move forward despite warnings from GOP lawmakers and even some of his own advisers.

Flake noted that GOP Sen. Mike Lee (Utah) has introduced legislation that would limit a president's ability to unilaterally make trade policy.

"Congress has delegated its authority in this area to the executive branch in great abundance over the last century or so," Lee told Forbes on Tuesday. "This legislation would seek to return some trade authority to Congress as a way to protect against unilateral decisions from the executive branch."

Lee's legislation would require congressional approval for Trump's trade actions, including tariffs.

The legislation was introduced last year. But a spokesman for Lee, asked if he's spoken to other senators following Trump's tariff announcement, said on Tuesday that the Utah Republican "has talked with many of his colleagues about the bill."

GOP Sen. Ron Johnson (Wis.) told reporters on Tuesday that he would support new legislation if Trump pushes forward with his tariff plan. And Sen. Orrin Hatch (R-Utah) told reporters on Monday that Congress could take action in response to the tariffs - but declined to say what those potential actions would be.

Asked what legislative response Congress should consider if Trump levies a blanket tariff on steel and aluminium imports, GOP Sen. Pat Roberts (Kan.) also mentioned Lee's bill, noting it would require the administration to detail what potential retaliatory actions the United States could face.

"There was legislation introduced, I think before this happened, stating that it would be appropriate for those who are considering a tariff to also consider and itemize what retaliation would be forthcoming. ... That's pretty important," Roberts said.

Meanwhile, Sen. Cory Gardner (R-Colo.) - the chairman of the Senate GOP's campaign arm - told Bloomberg that he has "no doubt Congress would be forced to act" if Trump enacts the tariffs.

"There is a series of legislative actions that could be taken to reverse the decision, obviously with the president supporting them they would have to be done in a way that would overcome any action that he would take, but we still have time," he said.

Limiting Trump's trade authority would mark a drastic break in the sometimes frayed relationship between congressional Republicans and the president. It's unclear if GOP lawmakers would be willing to take such a step.

Republican Sen. Susan Collins (Maine) floated that Congress might be able to do a resolution of disapproval of Trump's tariffs, but appeared skeptical that it could get the votes to make it "binding."

Asked about Lee's legislation, Sen. Roy Blunt (R-Mo.) said Tuesday, "I don't think we're at the point [where] we need to consider that bill, yet."

Blunt also appeared skeptical that the administration would be able to prove that broad tariffs on steel and aluminum imports were tied to national security.

"He has the authority to levy the tariffs, but anybody has the authority to go to court and see if it meets the standard," Blunt said.

GOP leadership has focused on publicly and privately warning Trump that the tariffs could wipe away the economic gains sparked by the GOP tax law only months before the midterm election.

Senate Majority Leader Mitch McConnell (R-Ky.) broke his silence on Tuesday saying he and other Republicans are concerned and "urging caution" as the administration finalizes its plan.

"I think the best way to characterize where most Republican senators are right now, including myself, is genuine concern that this not escalate into something much broader," McConnell told reporters on Tuesday.

Speaker Paul Ryan (R-Wis.) said Tuesday that the administration needs "to be more surgical in its approach."

Meanwhile, Sen. John Cornyn (Texas), the No. 2 Senate Republican, floated that the Senate Finance Committee should hold hearings, while Hatch, the panel's chairman, sent a letter to Trump saying he has "very deep concerns."

Ben Carson of HUD on His Vexing Reign: Brain Surgery Was Easier Than This
(NYTimes longread)
quote:
Before Ben Carson accepted President Trump’s offer to become secretary of housing and urban development, a friend implored him to turn down the job to preserve the reputation he had earned as a brilliant neurosurgeon and lost, in part, as a politician.

The confidant, Logan Delany Jr., who was the treasurer of Mr. Carson’s 2016 presidential campaign, described HUD as a “swamp” of “corruption.” He predicted in an email that Mr. Carson’s “lack of a background in housing” would make him prey to the department’s career staff and political appointees, as well as predatory lobbyists.

To drive home the point, Mr. Delany appended a link to an obituary of Samuel R. Pierce Jr., the Reagan-era HUD secretary whose reputation as a trailblazing black corporate lawyer was tarnished by accusations that he steered contracts to Republican cronies.

Mr. Delany’s most dire prediction has not materialized. But many of the other problems outlined in the memo have come to pass during Mr. Carson’s first year running a sprawling $47-billion-a-year community development bureaucracy that provides rental subsidies for about five million families and oversees people living in 1.2 million units of public housing. And Mr. Carson’s own lapses in judgment — combined with the questionable behavior of his family and his reluctance to aggressively engage Mr. Trump — have left him at the margins of the cabinet.

Mr. Carson, people close to him said, has been whipsawed by a job he has found puzzling and frustrating — so much so that he considered quitting during recent wrangling over the department’s budget. “There are more complexities here than in brain surgery,” Mr. Carson said in an interview last week. “Doing this job is going to be a very intricate process.”
SPOILER
Mr. Carson’s efforts to steer the agency toward programs that foster self-sufficiency, one of his stated goals, have been undermined by staffing mistakes, his indecisiveness and a president indifferent, at best, to the department’s mission of helping the poor, according to two dozen current and former HUD and administration officials.

All of this has been exacerbated by Mr. Carson’s tin ear for politics — such as the damaging disclosure that he had looked the other way when subordinates spent, at a time of savage budget cuts, $31,000 to buy him a new mahogany dining room suite for his office that included a pair of $1,000 side chairs.

“I think you have to come to the job with a sense of what the duties and responsibilities are,” said Representative Al Green, a Texas Democrat and frequent Carson critic. “If you don’t come with that sense, and the doctor didn’t, it doesn’t matter what your intentions are, you aren’t going to succeed. We are seeing that now.”

“Secretary Carson has to step up,” said Senator Kirsten Gillibrand, Democrat of New York, who voted against his confirmation a year ago.

HUD, created in 1965 as a Great Society response to a growing urban crisis, is a lot less powerful than its vast portfolio suggests. It is mostly a conduit for congressional appropriations and a caretaker for a patch quilt of existing anti-poverty programs.

Mr. Carson accepted the job after an intense multiple-call-a-day barrage from Mr. Trump, who saw a chance to infuse HUD with the self-help philosophy that was the theme of Mr. Carson’s presidential campaign. His model is his own mother, a domestic worker who rescued her two sons from poverty, roach-infested apartments and the low expectations of their teachers.

But he has not yet been able to get serious buy-in from Mr. Trump or secure commitments from his staff on the programs he favors, especially his plan to create thousands of community centers geared toward fostering self-sufficiency. In part, this is because the president views him as a secondary player, a nice guy unlikely to make waves.

While Mr. Trump treats him with respect, he views him as a beta “winner,” not as a “killer,” the alpha in his organizational taxonomy, according to several White House officials.

That lack of influence was painfully apparent during the internal debate before the release of Mr. Trump’s budget, which would help pay for increases in military and Homeland Security spending with steep cuts to HUD’s Community Development Block Grant and core housing programs.

Mr. Carson, people close to him say, hates asking anybody for money — and has told advisers that he feels acutely uncomfortable asking the president for anything that could be construed as a favor.

When the White House budget director, Mick Mulvaney, proposed an 18 percent cut to HUD late last year, Mr. Carson reluctantly reached out to the president. Mr. Trump expressed sympathy. Then he told him to “talk to Mick” about the details.

Mr. Carson denies that he has been marginalized and says he backs Mr. Trump’s guns-before-butter budget approach. “I believe in what the president believes,” Mr. Carson said. “We are in a very precarious situation with North Korea, with radical terrorists who want to destroy us, with the Soviet Union, who has ambitions.” An aide later said he was referring to Russia.

In private, however, Mr. Carson has been profoundly frustrated, telling friends he would find it difficult to stay if deep cuts to two housing programs, focused on helping the elderly and the disabled, were enacted.

“He was ready to walk — he would have walked,” said Mr. Carson’s longtime business manager and political adviser, Armstrong Williams.

Eventually, Mr. Carson persuaded the White House chief of staff, John F. Kelly, and the president to restore about $2 billion for HUD’s budget. That dropped the total percentage cut to 14 percent. It was bad but better.

Raising his voice in defense of HUD doesn’t come naturally to the defiantly low-key Mr. Carson. That sotto voce serenity prompted Mr. Trump as a candidate to mock a favorite Carson anecdote about his troubled youth — the one in which a teenage “Bennie” Carson tried to stab a buddy, only to be stopped by a providentially thick belt buckle.

“How stupid are the people of the country to believe this crap?” Mr. Trump asked at a November 2015 rally.

Mr. Carson has, at times, and in a measured way, criticized Mr. Trump, mildly taking him to task for his profane description of Haiti and African countries in January. But he said he did not “spend a lot of time thinking about race, quite frankly,” when asked if he felt responsibility as the most prominent African-American in an overwhelmingly white administration.

Still, Mr. Carson said that he was trying to soften Mr. Trump’s tone. “I have moderated my own speech because I recognized that when I say things in an inflammatory manner, that’s not particularly helpful,” he said. “I have made it known to everyone in the administration, including the president.”

The power dynamic in the relationship, however, is clearly tilted. Mr. Trump shot down Mr. Carson’s choice for deputy secretary, Rick A. Lazio, a former Long Island congressman who savaged the president during the campaign.

At around the same time, the White House press office also rejected the secretary’s request to appear on CNN and then told him to clear all media appearances, much to Mr. Carson’s annoyance, aides said.

He often simply seems out of the loop — telling senior staff members at a gathering last spring that the president had given him assurances that HUD’s budget would not be cut at all.

Congressional Democrats have also proved to be a problem. Until she relented in late 2017, Senator Elizabeth Warren, a Massachusetts Democrat, blocked the confirmation of the eventual nominee for deputy secretary, and Ms. Warren continues to delay the confirmation of two other top housing officials.

People close to Mr. Carson have been prodding him to show more fight with the White House and Congress. “I like the aggressiveness! That’s a new secretary I haven’t seen!” Mr. Williams said after the secretary raised his voice during a televised town-hall-style meeting recently.

But that forcefulness has often been absent in his dealing with staff members. His first six months in office were marked by damaging infighting and the departure of dozens of experienced people.

Mr. Carson’s first chief of staff, Sheila Greenwood, a HUD veteran, clashed with Lynne Patton, a former officer with a charitable foundation run by Mr. Trump’s son Eric, who was given a top department job without any consultation with the secretary.

Their conflict came to a head when Ms. Greenwood rejected Ms. Patton’s request for an Amtrak ticket from Washington to New York, ordering her to take a shuttle flight at a cheaper contracted rate. Ms. Patton told associates she was offended, then paid for the train ticket out of pocket. To alleviate the tension, Mr. Carson arranged for Ms. Patton to be transferred to HUD’s New York City regional office, according to people with knowledge of the situation.

Mr. Carson complained about her behavior — and requested her apology this year when she called a White House reporter “Miss Piggy” on Twitter — but he has not taken more serious disciplinary action, and Ms. Patton still enjoys the protection of her friends in the White House.

To the consternation of some staff members, Mr. Carson has leaned heavily on his family, especially his wife, Candy — who occupied a space in Mr. Carson’s office suite for much of his first year in office, said a Carson confidant.

A former chief administrative officer in the department, Helen Goff Foster, has filed a complaint with the federal whistle-blower agency, the Office of Special Counsel, alleging that she was demoted and transferred after she refused Mrs. Carson’s request to circumvent a rule capping redecorating expenses for Mr. Carson’s office to $5,000.

The Carsons, through a HUD spokesman, denied her claim. But shortly after, someone in Mr. Carson’s office decided to pay a small Baltimore company $31,561 to replace his dining room table, chairs and hutch. The secretary did not know about the purchase, according to his spokesman, Raffi Williams. After the spokesman said last week that Mr. Carson had no plans to reverse the decision, Armstrong Williams said two days later that the secretary was trying to cancel the order.

Issues involving Ben Carson Jr., the secretary’s son and a Maryland-based businessman, have proven equally troublesome. Mr. Carson invited him to a Baltimore listening tour last summer, despite a warning from department lawyers, during one of his daily briefings, about a potential ethics problem.

In response to the lawyers, Mr. Carson summoned his son and his wife, a government contractor, to ask if they were doing anything wrong — then left the decision of whether they planned to attend up to them, according to two people with knowledge of the conversation. They did.

“I don’t have any problem with ethics,” Mr. Carson said. “Here is a rather unique situation, Ben is somebody who is integrally important to me, and wants to help. I’m not going to just say no because it looks this way or that way.”

He added, “We are ethically pure.”

Such questions, Mr. Carson believes, are a distraction from his grand vision of HUD as a ladder out of dependency for the working poor. Increasingly, he is staking that legacy on a single program, the so-called EnVision Centers project.

Over the next three to five years, Mr. Carson hopes to establish more than 3,000 of the centers to provide low-income families, especially young people, with one-stop access to educational, job training, mentorship and health care services. But Ms. Greenwood argued that Mr. Carson’s team was not experienced enough to make it work, and it soon became apparent that there was little appetite in the White House for more than a pittance in funding — $2 million over the next year.

In response, Mr. Carson has turned to charitable foundations for funding. But he has not proved to be the best pitchman, according to a dozen attendees at a January meeting with potential donors at HUD headquarters. He began with a libertarian lecture, extolling the genius of the 19th-century robber barons who created the country’s philanthropic charities. They had spared the country from “European socialism,” he said.

One skeptical foundation officer countered by asking the secretary where “the public” part of the public-private partnership was coming from. Another asked, “What does this have to do with public housing?”

But his audience, mainly composed of community development specialists who believe that the government has an enduring moral responsibility to help the poor, was most put off by Mr. Carson’s assertion that the goal of EnVision was to put HUD out of business.

“There is nothing wrong with encouraging safe, inviting places for youth to grow,” said Adrianne Todman, chief executive of the Washington-based National Association of Housing and Redevelopment Officials. “But it is time for us to focus on the ‘H’ in HUD — ‘housing.’”

Sindsdien is Texas vrij consistent rood.

The move contrasts sharply with the position taken by Trump in November.

After the Fish and Wildlife Service announced a repeal of the ban on the importation of elephant-hunt trophies from Zimbabwe and Zambia, wide public outcry prompted Trump and Ryan Zinke, the secretary of the interior, which houses the wildlife agency, to put the repeal on hold until further review.

Trump later called elephant hunting a “horror show” and said that it would be very difficult for anyone to change his mind.

African elephants have been listed as threatened under the Endangered Species Act since 1979.

We stoppen de vraag in de Fok!allesweetcomputer: "Could Joe Biden pick Barack Obama as his running mate?"
Antwoord: "Yes. But."
quote:
The 12th Amendment to the Constitution states that "no person constitutionally ineligible to the office of President shall be eligible to that of Vice-President of the United States." And the 22nd Amendment, the political response to Franklin Roosevelt's impressive run of presidential victories, capped presidents to two terms. Ergo: No Clinton-Clinton or Bush-Bush. Or Biden-Obama, for that matter. Done and done, right?

The answer seems straightforward. But it is less straightforward than it appears.

Michael Dorf is a professor of constitutional law at Cornell University. In 2000, he argued that an Al Gore-Bill Clinton ticket could withstand legal scrutiny. And when we spoke by phone on Thursday, he said that he stood by that argument.

The rough outline of his argument is this: The 22nd Amendment doesn't say you can't be president for more than two terms. It says you can't be elected president twice. If a Biden-Obama ticket won (which we'll get to), and tragedy were to befall Joe Biden, Barack Obama could become president, according to the letter of the law (which we'll also get to), since he wasn't elected to the position. As such, Obama is not constitutionally ineligible to serve as president.

What's more, Dorf said, the case of Powell v. McCormack in 1968 established precedent for a narrow reading of what constitutes "eligibility." In that case, the House sought to prevent Adam Clayton Powell from being sworn in as a representative, arguing that the Constitution gave them the ability to "be the judge of ... qualifications" to sit in the House. The Supreme Court disagreed, deciding that the House couldn't add new qualifications (in Powell's case, that he faced legal problems) by which to deem someone eligible.

"I interpret the Powell case to mean that when the Constitution refers to 'qualifications,' or whether someone is 'qualified' for an office, that's a kind of term of art," Dorf said. "When we learn that the vice president has to have the qualifications for the office of the presidency, that is also a term of art. We look to the part of the Constitution that tells us what it takes to be qualified to be president, and not having served two prior terms is not among them."

"The 22nd Amendment, to my mind, is a sort of stand-alone provision," he continued. And that provision says "elected." "The drafters of this language knew the difference between getting elected to an office and holding an office. They could have just said 'no person may hold the office of president more than twice.' But they didn't."

Here's the interesting part, though: Dorf also notes the distinction between running for the vice presidency and becoming vice president. I asked him where a challenge would arise to a Biden-Obama candidacy, and his response was that it would come up at the Electoral College -- or once Congress was asked to certify the already-voted-upon results. There's a completely valid argument to be made that the country would never elect Barack Obama as vice president, of course, in part because is seems to violate the spirit of the 22nd amendment. But if we did, it wouldn't actually become a constitutional question until after Election Day. Remember: We don't elect the president and vice president; the Electoral College does.

Meaning that, in theory, Hillary Clinton or Joe Biden could name anyone as their running mate. Hillary Clinton could run with Charlotte Mezvinsky, her infant granddaughter. The granddaughter couldn't serve, given that she doesn't meet the Constitutional standard for the presidency (being 35 years old) -- but she can run.

That's assuming that young Ms. Mezvinsky were allowed to be on the ballot in the necessary states. State electoral processes differ and the states are allowed to decide what qualifications are required to appear on their ballots. Not being potty-trained might end up being one.

If you're curious, as I was, it's a slightly different situation if, say, George W. Bush ran for the House and was elected House speaker and then the president and vice president died -- the line of succession that puts the speaker second-in-line to the presidency. But that's a statute, meaning that it can be more easily set aside as needed. (The same would hold if the speaker of the House were less than 35 years old -- the minimum age for a president -- which is possible.)

So, in short: Yes, Joe Biden can name Barack Obama as his running mate. It's even conceivable that, if they won, they could argue their case before Congress to be seated as president and vice president. (And Hillary Clinton could name Charlotte Mezvinsky as her running mate, though Charlotte couldn't be vice president. And Jeb Bush can unquestionably name George Bush as his running mate and not even have any constitutional question arise.

Meaning George H. W. Bush, of course, who was only elected president once.

Sessions blasts California after filing U.S. immigration suit

quote:
U.S. Attorney General Jeff Sessions, escalating the Trump administration’s rhetoric against the most populous U.S. state, accused California on Wednesday of obstructing federal immigration enforcement efforts and vowed to stop the state’s defiance.

Sessions made the remarks to a law enforcement group a day after Republican President Donald Trump’s Justice Department sued Democratic-governed California over so-called sanctuary policies that try to protect illegal immigrants against deportation.

SPOILER
“California absolutely, it appears to me, is using every power it has - powers it doesn’t have - to frustrate federal law enforcement. So you can be sure I’m going to use every power I have to stop them,” Sessions, the top U.S law enforcement officer, said in his speech.

“In recent years, the California legislature has enacted a number of laws designed to intentionally obstruct the work of our sworn immigration enforcement officers, to intentionally use every power the legislature has to undermine the duly-established immigration law of America,” Sessions added.

Sessions said U.S. Immigration and Customs Enforcement (ICE) agents carry out federal law and that “California cannot forbid them or obstruct them in doing their jobs.”

The lawsuit, filed late on Tuesday in federal court in Sacramento, takes aim at three state laws passed last year that the Justice Department contends violates the U.S. Constitution and the supremacy of federal law over state law.

Trump has made fighting illegal immigration and cracking down on illegal immigrants already in the United States a signature issue, first as a candidate and now as president. Part of that effort involves a Justice Department crackdown on primarily Democratic-governed cities and states that Sessions calls “sanctuaries” that protect illegal immigrants from deportation.

“Immigration law is the province of the federal government,” Sessions told a California Peace Officers Association conference in Sacramento.

“I understand that we have a wide variety of political opinions out there on immigration, but the law is in the books and its purposes are clear and just,” Sessions added. “There is no nullification. There is no secession. Federal law is the supreme law of the land.”

‘MASS DEPORTATION AGENDA’

Leading California Democrats blasted the Trump administration.

“The president has now desperately decided to brazenly abuse the legal system to push his mass deportation agenda,” Nancy Pelosi, the top Democrat in the U.S. House of Representatives, said in a statement.

U.S. Senator Dianne Feinstein said the administration is simply looking to score points with Trump’s political supporters. “ICE should not be targeting parents who have lived in this country for decades, arresting them as they take their children to school,” Feinstein said in a statement.

Sessions singled out Democratic Oakland Mayor Libby Schaaf, accusing her of actively seeking to help illegal immigrants avoid ICE.

Last month, Schaaf issued a statement alerting local residents that ICE was preparing to conduct an operation in the area, saying it was her moral obligation. A few days later, ICE announced the arrest of more than 150 people for immigration violations in the San Francisco-Oakland area, saying about half had additional criminal convictions.

ICE Deputy Director Thomas Homan has said Oakland’s sanctuary policies shield “dangerous criminal aliens” and Schaaf’s actions increased risks for federal officers. The White House has called Schaaf’s actions “outrageous” and said the Justice Department was reviewing the matter.

“Here’s my message for Mayor Schaaf: How dare you. How dare you needlessly endanger the lives of law enforcement officers to promote your radical open-borders agenda,” Sessions said on Wednesday.

Sessions also called Democratic California Lieutenant Governor Gavin Newsom an embarrassment for supporting the mayor’s actions.

Democratic California Governor Jerry Brown in October signed into law a bill that prevents police from inquiring about immigration status and curtails law enforcement cooperation with immigration officers.

“Jeff Sessions has come to California to further divide and polarize America,” Brown said in a statement late on Tuesday.
JerryBrownGov twitterde op woensdag 07-03-2018 om 02:56:11 At a time of unprecedented political turmoil, Jeff Sessions has come to California to further divide and polarize America. Jeff, these political stunts may be the norm in Washington, but they don’t work here. SAD!!! reageer retweet

U.S. trade deficit hits highest monthly level since 2008

quote:
The U.S. trade deficit, which President Donald Trump has repeatedly vowed to reduce or eliminate, rose 5 percent in January to hit $56.6 billion, its highest monthly level since October 2008, when George W. Bush was president, Commerce Department data released today showed.

The gap, which measures the difference between imports and exports, was higher in January than during any month of former President Barack Obama's administration. Trump claims the trade deficit is a result of bad trade deals, but most economists believe it mainly reflects an economy's strength — and that it tends to rise when times are good.

For example, America's monthly trade gap plummeted from $59.5 billion in October 2008 to $44.1 billion the following month as the early days of the Great Recession took hold. The monthly deficit continued declining and bottomed out at $26.6 billion in June 2009, before it gradually started rising again as the economy improved.

The U.S. last year racked up an annual trade deficit in goods and services with all international trading partners of $568.4 billion, a 12.6 percent jump from the prior year, according to updated numbers the Commerce Department released on Wednesday. That was the widest the annual gap has been since 2008.

SPOILER
The latest monthly report comes as Trump is promising to impose tariffs on steel and aluminum imports from around the world to protect national security. Many countries believe the coming tariffs, which the administration expects to finalize this week or next, are a disguised effort to impose protectionist duties, and key U.S. allies like the EU and Canada are threatening to retaliate.

U.S. exports declined 1.3 percent in January, to $200.9 billion, while imports were unchanged from the prior month, at $257.5 billion. The goods trade deficit, which excludes services, hit $75.3 billion in January, the highest since July 2008.

The trade deficit with China rose to $36 billion for the month, its highest mark since September 2015, while the monthly trade deficit with Canada climbed to $3.6 billion, its highest level since December 2014.

Wat Baudet doet is juist heel goed. Geen escalatie uitlokken.

De EU doet het allebei fout:
- Onderhandelen vanuit een zwakke positie
- Escaleren

De EU baasjes moeten gewoon eens Art of the Deal lezen.
