Women in Syria have been sexually exploited by men delivering aid on behalf of the UN and international charities, the BBC has learned.
Aid workers said the men would trade food and lifts for sexual favours.
Despite warnings about the abuse three years ago, a new report shows it is continuing in the south of the country.
UN agencies and charities said they had zero tolerance of exploitation and were not aware of any cases of abuse by partner organisations in the region.
Aid workers told the BBC that the exploitation is so widespread that some Syrian women are refusing to go to distribution centres because people would assume they had offered their bodies for the aid they brought home.
One worker claimed that some humanitarian agencies were turning a blind eye to the exploitation because using third parties and local officials was the only way of getting aid into dangerous parts of Syria that international staff could not access.
The United Nations Population Fund (UNFPA) conducted an assessment of gender based violence in the region last year and concluded that humanitarian assistance was being exchanged for sex in various governorates in Syria.
The report, entitled "Voices from Syria 2018", said: "Examples were given of women or girls marrying officials for a short period of time for 'sexual services' in order to receive meals; distributors asking for telephone numbers of women and girls; giving them lifts to their houses 'to take something in return' or obtaining distributions 'in exchange for a visit to her home' or 'in exchange for services, such as spending a night with them'."
It added: "Women and girls 'without male protectors', such as widows and divorcees as well as female IDPs (Internally Displaced Persons), were regarded as particularly vulnerable to sexual exploitation."
Yet this exploitation was first reported three years ago. Danielle Spencer, a humanitarian adviser working for a charity, heard about the allegations from a group of Syrian women in a refugee camp in Jordan in March 2015.
She conducted a focus group with some of these women who told her how men from local councils in areas such as Dara'a and Quneitra had offered them aid for sex.
"They were withholding aid that had been delivered and then using these women for sex," Ms Spencer said.
"Some had experienced it themselves, some were very distraught.
"I remember one woman crying in the room and she was very upset about what she had experienced. Women and girls need to be protected when they are trying to receive food and soap and basic items to live. The last thing you need is a man who you're supposed to trust and supposed to be receiving aid from, then asking you to have sex with him and withholding aid from you."
She continued: "It was so endemic that they couldn't actually go without being stigmatised. It was assumed that if you go to these distributions, that you will have performed some kind of sexual act in return for aid."
A few months later, in June 2015, the International Rescue Committee (IRC) surveyed 190 women and girls in Dara'a and Quneitra. Its report suggested about 40% had said sexual violence took place when they were accessing services, including humanitarian aid.
An IRC spokesman said: "The assessment concluded that sexual violence was a widespread concern, including when seeking access to various types of services across southern Syria. These services included the distribution of humanitarian aid."
The reports - both of which have been seen by the BBC - were presented at a meeting of UN agencies and international charities hosted by the UNPFA in the Jordanian capital, Amman, on 15 July 2015.
As a result of this meeting, some aid agencies tightened up their procedures.
The IRC said: "Within our own operations, we launched new programmes and systems to better protect women and girls in southern Syria. Those programmes continue to be funded by a range of donors, including DfID (the UK's Department for International Development)."
Abuse 'ignored for years'
The charity Care expanded its monitoring team in Syria, set up a complaints mechanism and no longer hands over aid to local councils.
It also asked various UN agencies, including the UN Office for the Co-ordination of Humanitarian Affairs (OCHA) and the UN High Commissioner for Refugees (UNHCR), to investigate further and set up new reporting mechanisms. But Care was refused permission to carry out studies in Jordanian refugee camps.
Ms Spencer claims the aid sector turned a blind eye to ensure that aid still got into southern Syria.
"Sexual exploitation and abuse of women and girls has been ignored, it's been known about and ignored for seven years," she said.
"The UN and the system as it currently stands have chosen for women's bodies to be sacrificed.
"Somewhere there has been a decision made that it is OK for women's bodies to continue to be used, abused, violated in order for aid to be delivered for a larger group of people."
Another source who attended the July 2015 meeting on behalf of one of the UN agencies told the BBC: "There were credible reports of sexual exploitation and abuse going on during the cross-border aid delivery and the UN didn't make any serious moves to address it or end it."
A spokesman for UNFPA said it had heard of possible cases of exploitation and abuse of Syrian women in southern Syria from Care. It said it had not received any allegations of abuse or exploitation from the two NGOs it works with in southern Syria. The spokesman also made clear that UNFPA does not work with local councils as implementing partners.
A spokesman for the children's charity Unicef confirmed it was present at the July 2015 meeting. The charity said it carried out a review of its local partners and contractors in southern Syria and is not aware of any allegations against them at this point. But it accepted that sexual exploitation was a serious risk in Syria and said it was introducing a community-based complaints mechanism and more training for its partners.
A DfID spokesman said it was not aware of any cases like this involving UK aid.
"There are mechanisms already in place to raise issues of abuse and exploitation," the department said. "DfID partners in Syria use third party monitors to verify UK aid distributed in Syria."
Zero tolerance
The spokesman added that any systematic abuse should be picked up by those monitors and reported to DfID.
An Oxfam spokeswoman said it had not been working with local councils delivering aid in the south of Syria in the run up to 2015 and was not doing so today.
"Our work inside Syria has been largely focused on providing large-scale hardware for supplying water to Syrian communities rather than targeting aid at individuals or specific households," she said.
"We did not receive reports about sexual exploitation around aid delivery in 2015, but have a zero tolerance policy on such abuse."
A spokesman for the UNHCR, Andrej Mahecic, said it was "important to understand that in any aid emergency there is a risk of sexual abuse and sexual exploitation, and to abuse somebody who is in need of assistance is despicable".
He added that while the allegations relating to 2015 were "incomplete, fragmented and unsubstantiated" the UN nevertheless had taken some action when they first surfaced.
He said the UN refugee agency had no access to the area of southern Syria where the abuse was alleged to have taken place, but that the agency did seek to bring local partners to Jordan for training.
He continued: "The mere suggestion that the UN can somehow control the situation in a war zone is rather simplistic and disconnected from the reality of what an aid operation looks like in an open and fierce conflict."

Carl Ferrer, 57, entered guilty pleas to conspiracy and money laundering charges in both Sacramento County Superior Court and U.S. District Court in Arizona under agreements with state and federal prosecutors that call for him to serve five years in prison.
“For far too long, Backpage.com existed as the dominant marketplace for illicit commercial sex, a place where sex traffickers frequently advertised children and adults alike,” U.S. Attorney General Jeff Sessions said in a written statement announcing the pleas. “But this illegality stops right now.”
Several people employed by Backpage.com were charged in a 93-count indictment unsealed on Monday that included among the accusations knowingly facilitating prostitution.
Backpage.com and its affiliated websites were seized on Friday by U.S. federal law enforcement authorities and taken off the internet.
As part of his agreements with the U.S. Department of Justice and with prosecutors from California and Texas, Ferrer has agreed to cooperate in the criminal case against Backpage co-founders Michael Lacey and James Larkin.
Prosecutors have accused the website of generating $500 million in prostitution-related revenue since its 2004 start, and of money laundering by routing funds through seemingly unrelated entities, using foreign accounts and converting it into and out of cryptocurrencies.
Lawmakers and law enforcement officials have long been working to crack down on the website, which was used primarily to sell sex and was the second largest classified ad service in the United States after Craigslist.
Also charged in the indictment were Backpage.com’s executive vice president Scott Spear, chief financial officer John “Jed” Brunst, sales and marketing director Dan Hyer, operations manager Andrew Padilla and assistant operations manager Joye Vaught.

A United Nations adviser and the founder of Street Kids International was arrested on suspicion of pedophilia after he was caught with two young children during a police raid.
Last week, Peter John Dalglish, United Nations adviser and founder of the Street Kids International charity, was arrested on suspicion of pedophilia, at a home that he was staying at in Nepal. During the arrest, two young children, ages 12 and 14, were “rescued” from the home.
It is important to note that there have been conflicting reports about the children that he was found with, with some sources saying that two boys were found in his home, and other sources suggesting that it was two girls.
The most up-to-date information seems to be on the Wikipedia page for Dalglish, which suggests that there were two girls found in his home and that the allegations involving the two boys are part of a separate investigation. If this is the case, Dalglish will be facing additional charges.
Dalglish, 60, is a citizen of Canada who travels the world working with children. Central Investigation Bureau of Nepal Police (CIB) told Global News that Dalglish “is being investigated for child sexual exploitation abuse.”
DIG Pushkar Karki, director of the CIB, told MyRepublica of Nepal that Dalglish was promising to help educate disadvantaged children and provide job opportunities for their families:
“Our preliminary investigation has found that he has been targeting children from poor financial backgrounds and sexually abusing them. By promising the family members that he would educate their children, take them abroad and also provide them jobs after they finish their education, he had been sexually abusing children. Given his age and his high profile in the humanitarian sector, he would easily win the trust of the family members and later abuse their children.”
Karki also said that Dalglish was known for these types of crimes in other countries, despite the fact that he has never been prosecuted.
“Not just that, he might have been involved in pedophilia in other countries as well where he served as UN official in the past,” Karki said. “He had arrived in Nepal three months ago. After we got information about his sexual misconduct from security agencies in other countries, we had been closely following him and managed to arrest him.”
In the last two years, seven pedophiles have been arrested in Nepal, six of them were not Nepal natives, and four were over the age of 60.
A representative with the Canadian government declined to comment, saying only that “Global Affairs Canada is aware of the arrest of a Canadian citizen in Nepal. Consular services are being provided. Due to the provisions of the Privacy Act, no further information can be disclosed.”
If Dalglish is found guilty of these charges in Nepal, he will be facing up to 15 years in prison. However, it is now possible that he will come under further suspicion for other crimes committed during his years of being involved with children’s charities.
Danglish is best known as the founder of the Street Kids International charity and the Trails Youth Initiative program, one of the worlds largest children’s charities which is now known as the renowned Save the Children charity. He also worked for the United Nations in various capacities during his lengthy career.
As Steemian V4vapid pointed out in his research, the organizations that Danglish worked for have been quick to distance themselves from him. In addition, the social media pages associated with Danglish have all been taken down.
UN spokesperson, Stephane Dujarric, said in a statement that Dalglish is no longer affiliated with any UN programs. “We stand strongly against any sexual abuse. Any allegations need to be thoroughly investigated,” Dujarric said.
In 2016, Dalglish was named a member of the Order of Canada for “his efforts to alleviate child poverty worldwide, notably by establishing and leading Street Kids International.”
The Order has now said that if Dalglish is convicted of a crime, he will have his title removed.
Sadly, this type of case is all too familiar, as it is common for child predators to gravitate towards positions where they will be seen as guardians or saviors. Wealthy donors to children’s charities are notorious for preying on children and using their prestige to intimidate their victims.
For example, predators such as Jimmy Saville and Jerry Sandusky managed to get away with their crimes for decades by using this strategy.
As I detailed in an article last week, there have been many cases in recent history where establishment figures have been caught up in child prostitution rings but quickly had the story swept under the rug. From the Franklin prostitution ring to the DynCorp and Halliburton human trafficking scandals, powerful people who put themselves in charge of protecting children, have been guilty of rampant sexual abuse.

Last week, Backpage.com was indicted on conspiracy, facilitating underage prostitution, and money laundering charges.
The 93-count federal indictment accuses Backpage founders Michael Lacey and James Larkin plus five others of trafficking young girls -- some as young as 14 -- on the site through ads. Backpage.com has allegedly received over $500 million in prostitution-related revenue.
In the name of "female empowerment," the consistently wrong-headed and foul "Women’s March" complained that the seizure of Backpage would create a "crisis for sex workers" because they rely on the site to get in touch with their clients:

The Allison Mack sex ring arrest has shook Hollywood. Smallville actress Allison Mack has been arrested in New York for her alleged role in a sex slave cult called NXIVM. She is expected to appear in federal court in Brooklyn later today. The 35-year-old was last seen last month chasing after Keith Raniere, the cult leader, as law enforcement arrested him and took him away from the $10,000 a week villa in Mexico they had been hiding out at. Raniere was arrested for sex trafficking and forced labor conspiracy and extradited to the U.S.
Mack played Chloe Sullivan on the popular show Smallville. She was recruited to NXIVM by her fellow "Smallville" castmate Kristen Kreuk. Mack rose through the ranks of the Albany, New York based organization and became a part of Raniere's inner circle, while Kreuk got out of the cult early.
So what is NXIVM? NXIVM offers courses and workshops aimed at improving self-fulfillment. According to its website, "NXIVM is a company whose mission is to raise human awareness, foster an ethical humanitarian civilization, and celebrate what it means to be human." Raniere is the only male in NXIVM. Members pay thousands of dollars to attend workshops with the cult leader. It is run like a Multi-Level-Marketing business–for sex slaves.
Raniere allegedly blackmailed women into becoming sex slaves and then branded his initials into their skin. He was known within the cult as "Vanguard." Former members have said that he urged women to follow near starvation diets.
The New York Times report detailed the initiation process for NXIVM's "secret sisterhood." Women would give their recruiters "collateral" in the form of naked photos of themselves and were told if they ever exposed the group those photos would be released. New members were also restrained and forced to say "Master, please brand me, it would be an honor," before a symbol was cauterized into each woman's skin just below her hip.
The Allison Mack sex cult has been in the press in the past. Vanity Fair reported in 2010 that two heiresses to the Seagram fortune had spent roughly $150 million of their trust funds to help finance Nxivm and Raniere.
On Allison Mack's website she talks about her "mentor Keith." Allison Mack was arrested and taken into custody by the FBI in Brooklyn.

Dat is eigenlijk vrij simpel te verklaren, sekswerkers hebben baat bij een liberaal klimaat en als je mensenhandel goed aan wil pakken zou je eigenlijk ook moeten pleiten voor volledige legalisatie van prostitutie en het moeten reguleren als een gewone baan (zelfs NL gaat daarin niet ver genoeg aangezien er geen sprake mag zijn van een werkgever-werknemer situatie) . The man is named as Juusuf Muhamed Abbudin and he was convicted of aggravated sexual abuse, which the prosecution had sought the harsher sentence of aggravated rape.
The incident took place in autumn of 2016 in the southern Pirkanmaa region near the city of Tampere. He had sexual intercourse with a girl, 10-years-old at the time, after having exchanged sexually charged messages with her.
The Prikanmaa District Court and the Appeal Court, in Turku charged the man with aggravated sexual abuse and a three-year prison sentence in 2017 saying the girl wasn’t forced into the act or overcome by fear.
The asylum seeker was also ordered to pay the girl 3,000 euros. It has sparked fierce debates across the country with Finland’s Justice Minister Antti Hakkanen calling for tougher laws for sexual offences committed against minors.
