Seoul has for decades forgone the development of atomic weapons in exchange for security commitments under the US’s “nuclear umbrella”, while Washington withdrew its remaining warheads from the peninsula in 1991.
But revelations last week about the rapid advancement of Pyongyang’s nuclear programme have prompted renewed debate about whether South Korea should encourage redeployment of US warheads or even develop its own weapons of mass destruction.
Spearheading the charge is the main opposition Liberty Korea party, which has appealed to redeploy tactical nuclear warheads amid the escalating stand-off between Pyongyang and Washington.
“We should bear in mind that freedom is not free. Therefore I urge the government to take measures for the redeployment of tactical nuclear weapons,” said Lee Cheol-woo, party secretary-general.
The notion was reiterated on Sunday by party spokesman Chun Hee-kyung, who said that a “nuclear balance” was the best way to ensure the security of South Korea.
The prospect would infuriate North Korea, which claims it is developing nuclear and ballistic missiles only to protect itself from the threatening behaviour of the US and South Korea. Last week, Pyongyang mooted missile strikes near Guam in what it called an effort to “interdict” the US nuclear bombers based there.
North Korea has dominated the US’s foreign policy agenda since successfully testing two intercontinental ballistic missiles last month. A leaked intelligence report also found the reclusive Asian nation now posed a nuclear threat to the US mainland.
In South Korea, the opposition’s calls to redeploy nuclear warheads are in contrast with the approach taken by South Korean President Moon Jae-in, who has pledged to engage with North Korean leader Kim Jong Un.
“Peace on the Korean peninsula will not come by force,” Mr Moon said on Monday. “I am confident the US too will react calmly and responsibly to the ongoing situation under the same basic stance as ours.”
A spokesperson for the president told the Financial Times that the government was “not considering introducing — or re-introducing — tactical nuclear weapons on the Korean peninsula.”
But Seoul’s softer approach to relations with its northern neighbour is also coming under fire in the media. An editorial in the Korea Economic Daily last week raised the case for nuclear armament, citing uncertainty about whether the US would protect the nation of 50m.
“We need to have the measures to overpower North Korea militarily. It is time to discuss nuclear armament in terms of ‘the balance of terror’ — ‘a nuke for a nuke’. [South] Korea is sufficiently qualified for that matter,” it read.
South Korean officials say the country is capable of producing a nuclear warhead and experts believe production might only take several months. However, the prospect has not gained traction among high-ranking officials, who take pride in espousing the country’s commitment to a nuclear-free peninsula.
Nor would the US necessarily welcome another nuclear-armed state in Asia, even among its allies.
“If South Korea pursued independent nuclear armament, the US would certainly be unhappy,” said Song Min-soon, a former foreign minister.
“A South Korean nuke would trigger Japan to think about its options and could result in a chain reaction in which the whole non-proliferation treaty system is damaged. The US would use their own tools to stop [South Korea].”
A Gallup poll in January last year found 54 per cent of South Koreans supported nuclear armament, while 38 per cent were opposed. Since then, North Korea has tested another nuclear device, two long-range missiles and a host of other advanced military technologies.
“In a situation where the North can threaten America with nuclear attack, using force against the North will not be as easy as before,” said an editorial in the Korea Herald on Friday.
“Trust in the nuclear umbrella the US provides to the South can be shaken. Then, it needs to seek a ‘balance of terror’ to counter the North’s nuclear weapons. Now is the time to start reviewing nuclear armament.”

Tensions between the US and North Korea soared to new heights last week, following a series of Donald Trump comments in which he threatened to unleash “fire and fury” if Pyongyang continued to threaten the US with nuclear weapons.
On Monday, the Pentagon made clear that a Pyongyang missile fired at the US would be considered a declaration of war.
“If they fire at the United States, it could escalate into a war very quickly,” Defense Secretary James Mattis told reporters. He added, however, that if the projectile does not pose any immediate threat it would be up to politicians to decide what to do next.
“War is up to the president, and perhaps up to Congress,” Mattis said. “The bottom line is we will defend the country from attack.”
Stressing that US military would know the trajectory of a missile “within moments,” Mattis promised take out any missile that is headed towards Guam.
Prior to Mattis' statement, Marine Corps Gen. Joseph Dunford, chairman of the Joint Chiefs of Staff, said Washington is ready to use the "full range" of its capabilities if provoked by North Korea.
Dunford is currently on a diplomatic mission to Asia to muster support for American actions against North Korea. On Monday, the General landed in China after visiting South Korea.
China and Russia have repeatedly called on both Washington and Pyongyang to come to the negotiating table to defuse the rapidly escalating tensions. Chinese President Xi Jinping called Trump Saturday to urge restraint regarding the North Korean crisis, advising both the US and N. Korea to avoid words or actions that could worsen the situation.
On Monday, the Russian foreign ministry, through its spokeswoman, once again urged all parties to avoid belligerent rhetoric which could lead to a nuclear war.
"We have repeatedly said that the situation is on edge. But despite this, we hear both the rhetoric of Pyongyang and the statements coming every day from Washington. The paradox is that they are identical. It is an open threat of use of force from both sides," Maria Zakharova said in an interview with a Latvian radio station.
She warned of the horrors of nuclear confrontation and the consequences it will have on the entire world.
"If people in 2017 do not understand what the threat of nuclear weapons is, that it is a threat to the entire world, then what are we talking about?" she asked, according to Sputnik.
Zakharova reiterated that the Russian-Chinese "double freeze" initiative, already rejected by Washington, could have been a way out of the crisis. The plan envisioned a simultaneous end to North Korea’s missile tests and a suspension of US-South Korean military drills.
