The shaky debut last week of a new unity government in Libya brings Western nations, including the United States, much closer to a renewed military mission there, and to a host of obstacles that will test their ability to secure a country gripped by Islamist extremism and civil war.
Tensions ran high on Wednesday after Fayez Serraj, a little-known Libyan technocrat selected as prime minister in a United Nations peace process, arrived by boat in Tripoli from Tunisia. Western officials hailed his installation in the Libyan capital as a sign that the country’s two-year political divide is finally coming to an end — despite the existence of rival governments in Tripoli and the country’s east.
The United States and European allies, including Italy, France and Britain, have made the unity government’s establishment a key precondition for launching twin missions to begin an international stabilization effort and help combat a growing Islamic State affiliate there.
Each of those tasks will be strained by tensions among militia factions that Western nations hope will form a unified front against terrorist groups and by strong reluctance among European nations to wade into Libya’s chaos — even among those countries most threatened by the Islamic State’s growth across the Mediterranean.

Democratic contender Hillary Clinton, as Obama’s secretary of state, strongly supported the intervention. In a 2011 interview with CBS News when still secretary, Clinton said of Qaddafi, “We came. We saw. He died.”

BENGHAZI, Libya (AP) -- Libyan forces loyal to a U.N.-brokered government have advanced deep inside the coastal city of Sirte, the main stronghold of the Islamic State group's local affiliate, officials said Wednesday.
Brig. Gen. Mohammed al-Ghasri told The Associated Press that forces have seized a key bridge inside the city where the extremists used to hang the bodies of their enemies, and are only five kilometers (three miles) from the city center and Zafrana square, where IS killed prisoners convicted by its self-styled Islamic courts.
Sirte is the only IS-held city outside Syria and Iraq, and was seen as a possible fallback option for the capital of its self-styled caliphate. The extremists are currently struggling to fend off advances on a number of fronts, including in the Iraqi city of Fallujah and the northern Syrian provinces of Aleppo and Raqqa.
Al-Ghasri said the fighting on Wednesday killed five of his fighters and wounded another 25.
Another official said the forces, mainly militiamen from the nearby city of Misrata, had encountered little resistance in recent days aside from roadside bombs. Warplanes have supported the advance, bombing IS positions and destroying a car bomb the extremists had prepared to use against the advancing forces.
The official said the Libyan forces are now closing in on the IS group's headquarters in the Ouagadougou convention center, one of the city's main landmarks. They are also making their way toward the port. The official spoke on condition of anonymity because he was not authorized to brief the press.

HoR in het oosten weigert zich te schikken naar die nieuwe regering omdat ze vertrouwen op dezelfde politici en milities die deze puinhoop hebben veroorzaakt, terroristen in Benghazi nog steeds door Misrata worden bevoorraad, en de regering is opgelegd door de internationale gemeenschap. Waarvan ik vind dat ze wel een beetje een punt hebben. The former Libyan dictator’s second son "was given his liberty on April 12, 2016", lawyer Karim Khan said Wednesday, adding that Saif al-Islam was released under an amnesty and "in accordance with (Libyan) law".
Khan declined to say whether he had spoken to his client, saying only that he "is well and safe and in Libya".
Saif al-Islam, who was regarded as Gaddafi’s likeliest successor, had been held since 2011 by a militia in Zintan, in a mountainous western region beyond the control of authorities in the capital, Tripoli.
He was sentenced to death in absentia by a court in Tripoli in July 2015 for his part in the killing of protesters during the uprising that toppled his father, but the sentence wasn’t carried through.
The verdict had drawn condemnation abroad, with Human Rights Watch saying the trial was riddled with legal flaws and carried out amid widespread lawlessness undermining the credibility of the judiciary.
The proceedings began in April 2014 before fighting between rival factions in Tripoli erupted, and the power struggle has loomed large in the unravelling of state authority around the vast, oil-producing North African country.
Saif al-Islam is also wanted by the International Criminal Court (ICC) in The Hague, which issued an arrest warrant in 2011 on preliminary charges of crimes against humanity, murder and persecution for being part of the inner circle of his father’s regime.
Khan said he would file an application to make the ICC case inadmissable, arguing that his client has already been tried by his home country.
Invoking the principle of "double jeopardy", he said: "It is prohibited to try an individual twice for the same offense".
Asked whether dropping charges against Saif al-Islam would hurt reconciliation efforts in the war-torn country, the lawyer said it was "up to Libyans to decide what is best for peace and reconciliation", not the ICC.

Buoyed by the end of a long military campaign in Benghazi and new signs of foreign support, Libyan commander Khalifa Haftar has been signaling his intent to extend his power to the capital, Tripoli.
Haftar, a one-time ally of Muammar Gaddafi who fell out with the former Libyan leader in the 1980s, emerged as a strongman in eastern Libya over the past three years, using the Benghazi campaign to build up his forces whilst shunning a U.N.-mediated peace plan.

Egypt and the UAE are closer to Haftar and his anti-Islamist militant campaign while Seraj is loosely supported by militias in the west of the vast country that include Islamist groups backed by Turkey and Qatar.
