Hungary prepares for worsening situation in Western Ukraine

The Hungarian government has to prepare for a continuously deteriorating situation in Western Ukraine, a government official said in Berehove in western Ukraine. Tamás Wetzel, deputy state secretary in charge of Hungarian communities abroad, met the board of Hungarian Cultural Federation in Transcarpathia (KMKSZ) in Uzhhorod on Monday, and local ethnic Hungarian political and religious leaders in Mukacheve and Berehove on Tuesday.

Wetzel told MTI they had discussed the political and economic situation, noting that the latter continued to worsen to such a degree that it called for immediate measures. “One has to start to prepare for an ever worsening scenario, since prices and public utility fees have been going up at a dramatic rate and inflation is so bad in comparison to low wages that all this could spark a social catastrophe,” he said.

“The Hungarian government would like to prepare for this situation, to be able to take necessary measures, besides maintaining the support it has already provided to the region. The Hungarian government stands behind Hungarians in Transcarpathia at all times,” he added. Wetzel said he discussed citizenship and authority issues with the mission heads at Hungary’s consulate general in Uzhhorod and the consulate in Berehove.

Bad meat, big money taint Ukraine's food industry

This investigative project was conducted by the Washington-based Organized Crime and Corruption Reporting Project, a Kyiv Post partner. Kyiv Post staff writer Vlad Lavrov coordinated this project.

Businesses in Ukraine have been buying meat from companies abroad that have been guilty of selling unsafe meat to Eastern Europe. It might be still happening. Assuming consumers don't want to become vegetarians, they can better protect themselves by avoiding processed or frozen meats and buying meat that is fresh, grown in Ukraine and hasn't been frozen.

One source of the unsafe meat was a plant in Bad Bentheim, Germany, where ARD German television found former workers who say were ordered to mix spoiled ground meat, essentially waste product from other plants, with fresh meat. Meat from this company was sold into Eastern Europe including Ukraine by the plant's owner, Trinity Gmbh, a company in Lower Saxony which boasts on its website that it is the “masters in meat processing."

When workers complained about what was going on, they say they were fired and then threatened.

“One ton of bad meat is mixed with three tons of normal meat," the workers told the ARD reporters. “They say they were forced to mix spoiled ground chicken with fresh ground chicken."

Q: How realistic is the IMF’s proposed $17.5 billion program for Ukraine? What are its strengths and weaknesses?

Kirilenko: At least for 2015, the new Extended Fund Facility (EFF) program is much more realistic than the hastily put together standby program that it replaced. The new program is much more realistic in four areas: it is spot on in identifying the severity of economic contraction in the real economy (Ukraine’s GDP growth is set at negative 5.5 percent in 2015) accompanied by accelerating inflation (prices are forecast to grow about 30 percent in 2015); improving the current account balance due to the weakening of the hryvnia; the size of government deficit (-4.2 percent of GDP); and the deficit of the state gas monopoly Naftogaz (somewhat less believable, but plausible -3.1 percent of GDP).

The program is very weak in two areas. It severely underestimates banking sector bailout needs: the funds programmed to flow from the central bank to the banking system are set at about 2.6 percent of GDP in 2015. Given its massive internal problems, as evidenced by the fact that forty percent to sixty percent of the banks’ loans are deemed to be non-performing, this number is way off. Probably about five times this much money should be allocated to this effort in 2015 alone.
