The threat to the seaside town of Mariupol could be a ruse designed to tie down Ukrainian forces. But the coming days and weeks will provide the test, writes David Blair
Even in peace, the air smells permanently of sulphur in Mariupol. Ringed by steel mills and industrial plants, this grimy port city on the Ukrainian coast is a polluted commercial centre.
It could also be the scene of the biggest battle of the war. Pro-Russian forces are only a few miles to the east in the nearby village of Shirokino. At various stages, shells have fallen within Mariupol itself.
The reason why the city could be the next target of the Russian advance is clear. Mariupol sits on the E58 highway running westwards all the way to Crimea, which Russia annexed last April.
If Vladimir Putin wants to secure an overland link to his biggest conquest of 2014, then Mariupol must be captured. Moreover, Mr Putin’s friendly rebels make no secret of their ambition to seize all of the Donbass, which embraces the neighbouring regions of Donetsk and Luhansk.
With 500,000 inhabitants, Mariupol is the second-biggest city in Donetsk region. The fact that it remains in the hands of the Kiev government makes it an important outpost of Ukrainian control. This was not always true. For several months last year, the separatists achieved mastery of Mariupol.
They occupied public buildings across the city, benefiting from a significant level of popular support, especially after Ukraine’s security forces killed civilians in a series of heavy-handed operations.
When the rebels held a referendum on independence for the “Donetsk People’s Republic” last May, thousands of people filled the streets of Mariupol to vote for separation – although the crowds were inflated by the presence of only four polling stations in the entire city.
Nonetheless, the Russian side will reason that they held Mariupol once and could do so again.
The reason why Mariupol slipped from their grasp says much about the nature of this conflict.
This successful counter-offensive was not the work of Ukraine’s national army, nor the legal security forces, but an irregular militia known as the “Azov Battalion”.
A group of oligarchs raised and funded this volunteer unit, which proved to be far more effective than the army.
If the Russian side now attacks Mariupol, the Azov Battalion will certainly resist – and street fighting could engulf a city of 500,000 people. Perhaps the threat to Mariupol is only a ruse designed to tie down Ukrainian forces. But the coming days and weeks will provide the test.

On 20 February 2015 at 07:00hrs (Moscow time), a Russian convoy arrived at the Donetsk Border Crossing Point (BCP). A total of 15 vehicles were checked by the Russian border guard and customs services. All the vehicles crossed back into the Russian Federation (RF) at 16:05hrs on 20 February.
This convoy came as a surprise for the Observer Mission (OM) because the Mission was not warned in advance. The Observation Team (OT) found out about the convoy only when it arrived at the BCP.

Leaving the Russian Federation
On 20 February 2015 at 07:00hrs, the Observer Mission (OM) observed the arrival of a Russian convoy at the gate of the Donetsk BCP. The Russian Ministry of Emergency Situations team led the process of the convoy crossing. The convoy consisted of 11 cargo trucks, one escort vehicle, one ambulance and two support vehicles. All trucks bore the inscription “Humanitarian help from the Russian Federation”. The convoy entered the BCP territory and waited for the customs inspection to begin. At 07:25 the vehicles entered the customs control area and all of them were quickly visually checked by the Russian border guards and customs officers from outside. No dogs were used in the check this time round. Ukrainian officers were not present on site during the check. By 07:40hrs all vehicles had left the BCP towards Ukraine.
Returning to the Russian Federation
At 15:45hrs on 20 February, the convoy arrived at the customs area and was quickly visually checked by the Russian officers. Ukrainian officers were not present on site during the return of the convoy. By 16:05hrs all 15 vehicles had returned and crossed back into the RF.
